It regulates all matters arising under the laws concerning foreign nationals and asylum- seekers in Switzerland: entry and residence, labour, protection against per- secution, integration, naturalization, emigration, and returning abroad. In 2003, the Berne Initiative produced a study on international legal norms and migration as well as a compilation of significant international statements on migration. The International Agenda for Migration Management is the next major product of the Berne Initiative and is designed to assist gov- ernment migration practitioners in developing effective measures for the man- agement of migration. It offers a non-binding yet comprehensive reference system for dialogue, cooperation and capacity building at the national, regional and global level. The International Agenda for Migration Management represents views of 4 States throughout the world. Its main elements – common understandings and effective practices – have been developed in a process of consultations among States from all regions, fully respecting their sovereignty in the field, and with other stakeholders in migration.
