It is a well-established international research forum to advance the foundations and applications of intel- ligent and fuzzy systems, computational intelligence, and soft computing for applied research in general and for complex engineering and decision support systems.TheprincipalmissionofINFUSistoconstructabridgebetweenfuzzyand intelligence systems and real complex systems via joint research between univer- sities and international research institutions, encouraging interdisciplinary research and bringing multidiscipline researchers together. INFUS 2021 has been organized in August 24–26, 2021 in Istanbul, Turkey. The number of participants after the review process is about 200. The proceedings ofINFUS2019and2020conferenceshavebeenpublishedbySpringerpublishing house with an excellent quality before the conference began. INFUS 2021 pro- ceedings is again published by Springer under “Advances in Intelligent Systems and Computing Series” and will be indexed in Scopus. Its title is Intelligent and Fuzzy Techniques: Emerging Conditions and Digital Transformation. Moreover, specialissues ofindexed journals will bedevoted toastrictly refereed selection of extended papers presented at INFUS 2021. Journal of Intelligent and Fuzzy Systems (SCI-E) and Journal of Multi-Valued Logic and Soft Computing (SCI-E) are the two main journals that we publish their special issues for the papers pre- sented at INFUS conferences. In addition to these journals, there are several journals that we are given their special issues having other indices. Emergingconditionssuchaspandemic,wars,naturaldisasters,andvarioushigh technologies force us for significant changes in our business and social life. Pandemiccaused all ofustoliveunder quarantine for acertainperiod oftime and serious restrictions in our business and social life. We clearly saw how important digital technologies are and how great the need for them is during this period. Digital transformation is the adoption of digital technologies to transform services or businesses, through replacing non-digital or manual processes with digital pro- cesses or replacing older digital technology with newer digital technologies. This mayenable—inadditiontoefficiencyviaautomation—newtypesofinnovationand creativity,ratherthansimplyenhancingandsupportingtraditionalmethods.INFUS v vi Preface 2021 focuses on revealing the reflection of digital transformation in our business and social life under emerging conditions through intelligent and fuzzy systems. OurinvitedspeakersthisyearareProf.KrassimirAtanassov,Prof.VicencTorra, Prof. Janusz Kacprzyk, Prof. Ahmet Fahri Özok,andProf. AjithAbraham. Itisan honor to include their speeches in our conference program. We appreciate their voluntary contributions to INFUS 2021, and we hope to see them at INFUS con- ferences for many years. In the beginning of the planning process, we had planned to organize INFUS 2021 in Izmir as we did for INFUS 2020. Unfortunately, coronavirus pandemic prevented it as all of you know. We hope to organize an interactive conference in 2022withyourparticipationinIzmir.OursocialprogramofINFUS2021inIzmir willbeexactlyrealizedatINFUS2022,ifeverythinggoesonitsway.Wethankall ofyouverymuchsinceyoudidnotgiveupyourparticipationtoINFUS2021.We appreciate your sincerity and fidelity. Thisyear,thenumberofsubmittedpapersbecame355.Afterthereviewprocess, about 43% of these papers have been rejected. More than 50% of the accepted papers are from other countries outside Turkey. The distribution of the admitted paperswithrespecttotheirsourcecountriesisasfollowsfromthemosttotheleast: Turkey, Russia, China, Iran, Poland, India, Azerbaijan, Bulgaria, Morocco, Spain, Algeria, Serbia, Ukraine, Pakistan, Canada, Japan, South Korea, UK, Indonesia, USA,Vietnam,Finland,Romania,France,Uzbekistan,Italy,andAustria.Weagain thank all the representatives of their countries for selecting INFUS 2021 as an international scientific arena.
