This also is becoming trueofgovernment. We increasingly relyon ourabilityto haveaccurate, timely and pertinentinformation availabletoaide decision-making. Informationtechnologyplays a vital role in assisting state employees in performing a substantial share of the work required by our citizens. In this age ofthe Internet, information technology also enables citizens and business alike toeasily accessthe information they need on a daily basis. I ampleasedtopresentthis2002-2003Information TechnologyPlan. Thisplan represents thegoals and strategiesof state agencies astheystriveto constantly improvethe use of information technology on behalf of our citizens. The plan includes an overview of information technology projects in each agencyaswell as several state-wide topicsthat affect information technologystrategieswithin the State ofMontana. The plan also shows many ofthe coordinated efforts that state agencies have undertaken to streamline their business processes and to provide more, better, and quicker information to their customers. This publication should be viewed in concert with the new consolidated information technology budgetthatwas contemplated during the last legislative session. These two documents, when considered in unison, paint a clear picture of the State of Montana's plansto harness the powerofcomputers. It is my sincere hopethatyou gain some new insights intoourplans and challengesforthe next biennium. This book,in conjunction with the Governor's Executive Budget,isalso intended to meet the requirementsforpresenting ITplans,budgets and other ITplanning information to the57th Legislatureas required by House Bill 0002 in the last legislative session. iNTRODUCTiaN — — — Theera ofthe Internet is upon us in business in ourpersonal lives and,asthis plan — describes in ourgovernment.Governor Racicot,in a letterchallenging agency headsto endorsea newvisionfordelivering information and servicestocitizens,madethefollow- ingstatement: "ThewayweconductbusinessinStateGovernmentandinteractwithcitizensis changingrapidlywiththeexpandeduseoftechnologywithinouragencies. Duringthepastseveralyears,agrowingnumberofcitizensandbusinesseshave cometoexpectaccesstoservicesthroughelectronicmeans.Clearly,theadvent andmaturationoftheInternetis transformingoureconomicandsocialexpecta tions.AsthepeopleresponsiblefordeliveringservicestoMontanacitizens,we mustalsotransform thewayourgovernmentalsystemsoperatetomeetthese newexpectations. Thevisionforelectronicgovernmentin State governmentcomesfromthe highest-level policy makers in the Executive,Legislative,andJudicial branches.Theyadoptedthe following vision statement: "Montana'selectronicgovernmentinitiativewillmakeStategovernmentmore accessibleandresponsivetothecitizens,business,andothergovernmententities throughdirect,electronicaccesstothefullrangeofgovernmentinformationand services." > Executive Summary Thecreation ofthisvision is a vitalfirst step in empowering Montana to participate in and enjoythe benefits ofthisfundamental transition thatwearewatching unfold.Thede- tailed plansdescribed in thisdocumentdescribethe moredetailed strategieswithin each agency. Thetheme ofthe2002-2003InformationTechnologyPlan is"Remaking the FaceofGovern- ment."Thistheme underscoresthefundamental shiftthatgovernment is undergoing in reshapingthewayin which servicesare provided.Whetherservicetocitizens,orconduct- ing the business ofgovernmentwith the private sectororothergovernments,thewayin — which the Statewill provide servicesand conduct business is changing and changing dramatically.Thisedition ofthe plan documentsthesechanges.Throughoutthis plan are pictures oftheCapitol building renovation,which showvisible changestoourstate government.
