Asfuture-generationinformationtechnology,informationcomputingandap- plicationsbecomespecialized,informationcomputingandapplicationsincluding hardware, software, communications, and networks are growing with ever in- creasingscale and heterogeneity,and becoming overlycomplex. The complexity is becoming more critical alongwith the growingapplications. To cope with the growingandcomputing complexity, informationcomputing andapplicationsfo- cusonintelligent,self-manageable,scalablecomputingsystemsandapplications to the maximum extent possible without human intervention or guidance. With the rapid developmentof information science and technology, informa- tioncomputinghasbecomethethirdapproachofscientificresearch.Information computing andapplicationsis the fieldofstudy concernedwithconstructingin- telligent computing, mathematical models, numerical solution techniques, and using computers to analyze andsolve natural scientific, social scientific, and en- gineering problems. In practical use, it is typically the application of computer simulation,intelligentcomputing,Internetcomputing,pervasivecomputing,scal- ablecomputing,trustedcomputing,autonomy-orientedcomputing,evolutionary computing, mobile computing, applications and other forms of computation to problemsinvariousscientificdisciplinesandengineering.Informationcomputing and applications is an important underpinning for techniques used in informa- tion and computational science and there are many unresolved problems worth studying. The ICICA 2013 conference provided a forum for engineers and scientists in academia, industry, and government to address the most innovative research and development including technical challenges and social, legal, political, and economicissues,andtopresentanddiscusstheir ideas,results,workinprogress and experience on all aspects of information computing and applications. There was a very large number of paper submissions (665). All submissions were reviewed by at least three Program or Technical Committee members or external reviewers. It was extremely difficult to select the presentations for the conferencebecause there weresomanyexcellentandinterestingsubmissions. In order to allocate as many papers as possible and keep the high quality of the conference, we finally decided to accept 126 papers for presentations, reflecting an 18.9% acceptance rate; 63 papers were included in this volume. We believe that all of these papers and topics not only provided novel ideas, new results, workinprogressandstate-of-the-arttechniquesinthisfield,butalsostimulated future researchactivitiesinthe areaofinformationcomputing andapplications. VI Preface The exciting program for this conference was the result of the hard and ex- cellentworkofmanyindividuals,suchastheProgramandTechnicalCommittee members,externalreviewers,andpublicationchairsunderaverytightschedule.
