The conference received 295 submissions and after rigorous reviews, 18 papers were selected for this volume. The acceptance rate was around 18.1%. The contributions came from diverse areas of information technology categorized into two tracks, namely: (1) Communication and Network Systems and (2) Emerging Computing Technologies. The aim of ICICCT 2018 was to provide a global platform for researchers, scien- tists,andpractitionersfrombothacademiaaswellasindustrytopresenttheirresearch and development activities in all the aspects of: communication and network systems, and emerging computing technologies. We thank all the members of the Organizing Committee and the Program Com- mittee for their hard work. We are very grateful to Professor M. P.
