The Second SREE Workshop on Environment and Safety Engineer- ing (WESE 2012) is held in CHE 2012 and hopes to offer researchers an occasion to exchange their experiences about all aspects of environment and safety engineering. CHE 2012 and WESE 2012 have received more than 140 papers, and 56 technical papers are published in the proceedings. Each of the papers has been peer reviewed by recognized specialists and revised prior to acceptance for publication. This proceedings reviews recent advances in several areas that are important for hydraulic engineering and environmental engineering development. The papers related to hydraulic engineering mainly focus on flood prediction and control, hydropower design and construction technology, water & environ- ment, comprehensive water treatment, urban water supply and drainage. The papers related to environmental issues address on environmental prediction and control techniques in environmental geoscience, environmental ecology, atmospheric sciences, ocean engineering, safety engineering and environmental pollution control.
