This impression is further heightened by the scenarios established in the text. Although they are said to be 18, the accounts of sexual activity reads like descriptions of younger teenagers or even children being engaged in sexual activity by older men. The men involved tend to be authority figures such as step-fathers, and the overriding tone is of adult men exploiting and abusing girls in their care. As such, the magazine promotes and supports the exploitation of young persons for sexual purposes under s3(2)(a) of the Films, Videos, and Publications Classification Act 1993 (FVPC Act). The Classification Office has considered the effects of the New Zealand Bill of Rights Act 1990 on the application of the classification criteria. The classification of this publication interferes with the freedom of expression, but this is an outcome that is consistent with Parliament's intention that publications falling under s3(2) of the FVPC Act are deemed to be objectionable.
