Twenty-oneAsian andPacific Islanderparticipants, aswell asfour Federal representatives, metto discuss issues relatedtobarriers tothe provisionofHIV/AIDS servicesforA&PIs. Theparticipants, fromdiverse backgrounds, experiences, and regions,were selectedbecause oftheir knowledge ofthe RyanWhite ComprehensiveAIDS Resources Emergency (CARE) Act, theirparticipation in its implementation, andtheir involvementinidentifyingHIVcare needsforthecommunities they serve. Severalparticipantswerepeople livingwith HIVdisease. This group, however, onlypartiallyrepresents thebroad regional, cultural, andsocioeconomicdiversity7ofA&PIs livingin this country. Workgroup members shared acommoncommitmentto reducingthebarriers to HIV careforAsians andPacific Islanders. Objectives Thiswork group is one ofaseries ofsuch meetingsconvenedovera 3-yearperiodbythe Office ofScience and Epidemiology (OSE) andthe Division ofHIVServices (DHS) within the Bureau ofHealth Resources Development. Theprimaryobjective ofeach meeting is to understand the barriers toprovidingHIVclinical andsupportservicesfrom the perspective ofunderservedpopulations andthosewho serve them. The insights aboutthe availability, accessibility, and acceptabilityofspecific medical andsupportserviceswill assistthe Bureau inevaluatingthe CAREAct andprovidingtechnical assistance to granteesto more effectivelydeliverservices topeoplewithHIV. Theworkgroup'sspecificobjectives derivefrom aconcern that adequate HIVcare is lackinginhistoricallyunderservedcommunities. WithintheA&PIpopulations, thediversityofethnic groups and languagespresentsdistinctive challenges inidentifyingeffective strategiesfordeliveringservices topeople livingwithHIV. Specifically, theworkgroup memberswere askedto help the Bureau: • Understand issues relatedA&PI accessto HIV/AIDS carefunded under the CAREAct; • Propose anddraftevaluation studydesigns; and • Identifyareasfortechnical assistance. In addition, thework groupwas askedto identifyaspotential consultants healthservice researchersworkingontopics relatedtoHIV/ AIDS, membersofaffectedpopulations, and individualswho deliver healthcare andsupportservices. The group alsowasconvenedto develop methods andstrategies to systematically assesswhether andhowthe CAREActisworkingtobringemergencyrelieftoA&PIs affected and infectedbyHIVdisease.
