AF Encroachment
Management Program
Encroachment is any deliberate action by any governmental or non-
governmental entity or individual that does, or is likely to inhibit,
curtail, or impede current or future military activities within the
installation complex and/or mission footprint; or deliberate military
activity that is, or is likely to be incompatible with the use of a
community’s resources. (Source: AFI 90-2001)

Encroachment Prevention Methods
 Communicate areas in which development constraints would ensure
continued compatibility with mission
 Public Awareness - AICUZ study will be presented at a public open
house
 DoD recommendations on off-base land use may be implemented
only through collaboration with:
 Local governments
 State government
 Non-governmental organizations
 Examples of methods include:
 Zoning
 Conservation easements
 Real Estate buyer notification requirements
Note: Hill AFB already has a long history of successful encroachment
prevention work

operations to update noise
contours which will be included in
the AICUZ study
• Data was also collected relative to
other planning factors such as:
• Accident Potential Zones
• Bird/Wildlife Aircraft Strike

• Structure height criteria

Land Use Compatibility
Assessment
 Current and future land uses are
assessed against established
compatibility criteria for noise and
accident potential
 Fewer land uses are considered
compatible at higher noise zones
and in APZs where accidents are
more likely to occur

in APZ, sufficient structural noise
level reduction in high noise zone
