GAZ., FEB. 11, 2020 (MAGH. 22, 1941 SAKA) REVIEW OF THE ADMINISTRATIVE REPORT OF THE PROSECUTION DEPARTMENT, HARYANA FOR THE YEAR 2018-2019 The 23rd January, 2020 No. AP(7)-2020/1237.— The Directorate of Prosecution controls the cadres of District Attorneys, Deputy District Attorneys and Assistant District Attorneys. The District Attorneys, Deputy District Attorneys and the Assistant District Attorneys are further designated as Public Prosecutors, Assistant Public Prosecutors and Government pleaders under the provisions of the Criminal Procedure Code and Civil-Procedure Code respectively for the purpose of conducting criminal and civil cases on behalf of the State. In addition, they scrutinize the judgments passed by the various courts and tender their opinion as to whether the judgment passed is fit for filing further appeal or not. Besides, there is a considerable number of District Attorneys, Deputy District Attorneys and the Assistant District Attorneys posted in various Department/Corporations/Boards of the State to tender legal opinion and handle the legal matters arising out in the respective Departments/Boards/Corporations with a view to minimize the litigation. At the outset of the year under report 14419 cases were pending before the various Sessions Courts for disposal. As many as 12218 cases were added during the year. Out of these cases 8281 cases have been disposed of during the year. 128782 cases were pending before the various Lower Courts for disposal and 72273 cases were added during the year. Out of these cases 49796 cases have been disposed of during the year. The percentage of conviction in cases registered under the NDPS Act and various Local Acts was quite satisfactory. The overall rate of conviction in Sessions Courts is 40% and in lower Courts 48%. Various steps to improve the working and efficiency of the Law Officers have been initiated. Officers have been sent for training in the fields of Forensic Science to the Forensic Science Laboratory, Madhuban, Karnal as well as National Institute of the Criminology and Forensic Science, Ministry of Home Affairs at Delhi. Their knowledge to tackle the cases relating to Cyber Crime has also been updated. All possible efforts have been made to tone up the administration by making regular monitoring and review of the pendency of the cases on regular intervals with a view to reduce the back log and ensure quick disposal of the cases.
