At present, there is no provision for i egulating the safety measures for public gatherings like marriages, school functions, meetings, conferences etc., in an effective way. These functions take place without sufficient provision of fire fighting equipments. No care is exercised for sufficient number of exits. The quality of the material used for structure of the building/pandal is not kept in view at the time of construction/erection. In order to ensure that in future no such tragedy like fire incident at Dabwali on 23rd December, 1995, place, it is necessary to frame guidelines/bye-laws for the purpose. 3. The Main Committee under the Chairmanship of the Financial Commissioner and Secretary to Government, Haryana, Local Government Department as above shall submit its recommendations to the State Government/frame guidelinrs by 31st January, 1996. 4. The Main Committee shall by assisted by the Sub -Committee regarding the aspects relating to the quality of material used, electrial fittings, provision of exits in permanent, semi -permanent and temporary structures. The Sub -Committee shall make its recommendations to the Main Committee by 15th January, 1996i CORRIGENDUM The 10th January, 1996 partial modification No. dated 4th January, 1996, with regard to the constitut:on of Committee and Sub Committee, in view of the Fire Tragedy at Dabwali on 23. 12. 95, the Governor of Haryana is further pleased to include Director Local Bodies, Haryana and Chief Inspector of Factories, Haryana in the main Committee and the Sub Committee respectively.
