ABSTRACT Theseguidelinesaimtohelpthosewhodesignroutinedatacollectionprogrammes,focusing ontherelationshipbetweentypicalquestionsaskedbypolicy-makersandmanagers,andthe datarequiredforprovidingreliableanswers.Fisheriespolicyandmanagementobjectives, particularlyundertheprecautionaryapproach,needtobebaseduponanalysesofreliable data.Dataareneededtomakerationaldecisions,evaluatethefisheriesperformancein relationtomanagementactivitiesandfulfilregionalrequirements.Theseobjectivesare achievedusingfisheryperformanceindicators.Indicatorsareusedtomeasurethestateof theresource,theperformanceoffishingcontrols,economicefficiency,socio-economic performanceandsocialcontinuity.Theprimaryfactorinchoosingwhatdatatocollectisthe linkbetweenthenecessaryoperational,biological,economicandsocio-culturalindicators andtheirassociatedvariables.Thewayinwhichdifferentdatavariablesarecollectedneeds tobetailoredtothestructureofthefishery.Thestrategywillbestronglyinfluencedbythe budgetandpersonnelavailable,andthedegreetowhichfishersandothersco-operate.The programmemustidentifywhichvariablesshouldbecollectedthroughcompleteenumeration andwhichcanbesampled.Collectionmethodsareinfluencedbythevariableitself,the strategy,collectionpointandtheskilloftheenumerator.Oncecollected,fisherydatamustbe storedsecurely,butmadeeasilyavailableforanalysis,whichisachievedthrougha computer-baseddatamanagementsystem,followingthebasicdataprocessingprinciples.
