Grades for this care service may change after this inspection following other regulatory activity. For example, if we have to take enforcement action to make the service improve, or if we investigate and agree with a complaint someone makes about the service. We gave the service these grades Quality of Care and Support 5 Very Good Quality of Environment 5 Very Good Quality of Staffing 5 Very Good Quality of Management and Leadership 5 Very Good What the service does well Green Acres Private Nursery has a very inclusive approach which means that everyone feels that their contribution to the life and work of the service is valued. The service was found to be providing an excellent service in relation to the motivation and professionalism of staff. What the service could do better The service had identified the following areas for improvement and should continue with those plans: - To continue to ensure that membership of parents/carers in the parents' committee is representative of service users - To ensure that children and staff have experiences of the curriculum outdoors, including participation in the Eco Schools programme - To ensure staff, children and parents/carers are able to participate in all areas of self-evaluation of the service - To involve parents/carers in staff training - To support staff development through offering experiences of work with different age groups and promoting leadership opportunities. Green Acres Private Nursery, page 3 of 31 Inspection report continued What the service has done since the last inspection The service has developed the format of children's personal plans to make them more accessible, reviewed the system of risk assessments and introduced clearer policies for children's medication and sleeping arrangements. All staff had participated in food hygiene training. These measures have led to improvements in the quality of experiences offered to children. Conclusion Green Acres Private Nursery is confident about involving parents/carers in all decisions related to the quality of the service delivered to families. Children actively participate in planning and evaluating their activities. The service should take account of areas for improvement from this report to continue to develop the service. Green Acres Private Nursery, page 4 of 31 Inspection report continued 1 About the service we inspected The Care Inspectorate regulates care services in Scotland. Information about all care services is available on our website www.careinspectorate.com . This service was previously registered with the Care Commission and transferred its registration to the Care Inspectorate on 1 April 2011. If we are concerned about some aspect of a service, or think, it needs to do more to improve, we may make a recommendation or requirement. A recommendation is a statement that sets out actions the care service or provider should take to improve or develop the quality of the service based on best practice or the National Care Standards. A requirement is a statement, which sets out what is required of a care service to comply with the Public Services Reform (Scotland) Act 2010 ("the Act") and secondary legislation made under the Act, or a condition of registration. Where there are breaches of Regulations, Orders or Conditions, a requirement may be made. Requirements are legally enforceable at the discretion of the Care Inspectorate. Green Acres Private Nursery is a service provided by KLR Childcare Ltd. The service operates from accommodation in the west end of Glasgow. The service has sole occupancy of the building and has secure outdoor play areas. The service is registered to provide a care service to a maximum of 63 children in the following age groups: - 11 aged under 1 year - 10 aged 1-2 years - 18 aged 2-3 years - 24 aged from 3 years to those not yet attending primary At the time of inspection there were 46 children present. The service operates between 8am and 6pm, Monday to Friday. The service aims include: "to mirror the home environment to provide a worthwhile experience for children thus ensuring peace of mind for parents. Green Acres Private Nursery, page 6 of 31 Inspection report continued 2 How we inspected this service The level of inspection we carried out In this service we carried out a low intensity inspection. We carry out these inspections when we are satisfied that services are working hard to provide consistently high standards of care. What we did during the inspection We wrote this report following an unannounced inspection. This was carried out by two Inspectors for the Care Inspectorate. The inspection took place on Friday 30 May 2014 between 10.30am and 4pm. We gave feedback to the manager and depute on the same day. As part of the inspection, we took account of the completed annual return and self assessment forms that we had asked the provider to complete and submit to us. We sent 20 care standard questionnaires to parents/carers who use the service and received 15 completed questionnaires before the inspection visit. During this inspection process we gathered evidence from various sources, including the following: We spoke with: - The manager of the service - Members of staff in each of the playrooms - Children We looked at: - Registration certificate - Insurance certificate - Evidence from the provider's self assessment - Policies and procedures - Observations of how staff work with children - Registration information and personal planning records about children - Parent information displays handbook and website - Staff training and supervision records - Maintenance records - Administration and storage of medication - Audit of accidents and incidents Green Acres Private Nursery, page 7 of 31 Inspection report continued - Risk assessments - Questionnaires for staff and parents/carers Grading the service against quality themes and statements We inspect and grade elements of care that we call 'quality themes'. For example, one of the quality themes we might look at is 'Quality of care and support'. Under each quality theme are 'quality statements' which describe what a service should be doing well for that theme. We grade how the service performs against the quality themes and statements. Details of what we found are in Section 3: The inspection Inspection Focus Areas (IFAs) In any year we may decide on specific aspects of care to focus on during our inspections. These are extra checks we make on top of all the normal ones we make during inspection. We do this to gather information about the quality of these aspects of care on a national basis. Where we have examined an inspection focus area we will clearly identify it under the relevant quality statement. Fire safety issues We do not regulate fire safety. Local fire and rescue services are responsible for checking services. However, where significant fire safety issues become apparent, we will alert the relevant fire and rescue services so they may consider what action to take. You can find out more about care services' responsibilities for fire safety at www.firelawscotland.org Green Acres Private Nursery, page 8 of 31 Inspection report continued What the service has done to meet any recommendations we made at our last inspection We made five recommendations at the last inspection. The recommendations: Recommendation 1 Staff should continue with their plans to further develop some of the All About Me sheets to ask for more information on children's likes/dislikes and interest. A system should be developed to make sure that all the information about individual children is collated in one place so that parents can have access to review all of the information held on a 6 monthly basis. National Care Standards, Early Education and Childcare up to the age of 16, Standard 3: Health and wellbeing. Individual All About Me sheets had been completed for each child and were reviewed every 6 months. All About Me sheets were filed in each child's journal to make them easily accessible to parents/carers and so that they could update their child's information at any time. Children's plans were monitored by senior management. This recommendation had been met. Recommendation 2 The manager should now review and further develop the policy on medication. The manager may wish to access the Care Inspectorate's health guidance on - The Management of Medication in Daycare and Childminding Services. This can be found on our website. National Care Standards Early Education and Childcare up to the age of 16 : Standard: 3 - Health and Wellbeing The medication policy had been reviewed in consultation with staff. The policy was in keeping with Care Inspectorate's good practice guidance (Management of Medication in Daycare and Childminding Services). This recommendation had been met. Green Acres Private Nursery, page 9 of 31 Inspection report continued Recommendation 3 The manager should review the current policy/procedure for safe sleeping arrangements. The manager may wish to access the safe sleeping guide from the Cot Death Association to help inform the review. National Care Standards, Early Education and Childcare up to the age of 16, Standard 2: A Safe Environment The sleeping policy and children's sleeping arrangements had been reviewed taking account of Scottish Cot Death Trust good practice guidance (Reduce the Risks of Cot Death: Early Years Safe Sleeping Guide). For example we could see that sleep checking charts were in place for sleeping children. This recommendation had been met. Recommendation 4 The manager should make sure that only staff who had achieved the certificate in Elementary Food Hygiene prepare the children's lunches. National Care Standards, Early Education and Childcare up to the age of 16, Standard 2: A Safe Environment. Four members of staff had participated in Elementary Food Hygiene training. This recommendation had been met. Recommendation 5 The manager should further develop the risk assessments to include all parts of the building and the outdoor play areas. National Care Standards, Early Education and Childcare up to the age of 16, Standard 2: A Safe Environment Risk assessments had been completed for all areas accessed by children. Staff were involved in this process and the head of centre ensured that any related maintenance was actioned. This recommendation had been met. The annual return Every year all care services must complete an 'annual return' form to make sure the information we hold is up to date.
