We gave the service these grades Quality of Care and Support 4 Good Quality of Staffing 4 Good Quality of Management and Leadership 4 Good What the service does well The tenants of Gowrie Care Angus continue to receive a very good quality of care and support from the enthusiastic and knowledgeable staff teams. What the service could do better The structure of Gowrie Care Angus has recently changed. The manager has identified that further work needs to be carried out in some areas in relation to how tenants are supported to participate. What the service has done since the last inspection A number of social events have taken place over the past 12 months. These have provided the opportunity for tenants to meet other tenants from the different projects within Gowrie Care Angus. Conclusion The staff team continue to show a commitment and enthusiasm to make sure that improvement is a continual process. This service was previously registered with the Care Commission and transferred its registration to the Care Inspectorate on 1 April 2011. Gowrie Care Angus provides a combined service of housing support and care at home at the following; Silverway, Montrose River Street, Brechin Doocot Park, Arbroath Lousen Park, Carnoustie. An outreach service is also provided in the wider community. Gowrie Care Limited - Angus, page 5 of 18 Inspection report continued 2 How we inspected this service The level of inspection we carried out In this service we carried out a low intensity inspection. We carry out these inspections when we are satisfied that services are working hard to provide consistently high standards of care. What we did during the inspection This report was written following a short notice announced inspection that took place between Monday 11 February and Tuesday 26 February 2013 by Inspector Shona Adam. In this inspection evidence was gathered from various sources, including the relevant sections of policies, procedures, records and other documents, including; • evidence from the service's most recent self assessment • personal plans of people who use the service • training records • health and safety records • accident and incident records • complaints records • Public Liability Insurance Certificate • Certificate of registration • questionnaires that had been requested, filled in and returned to the care service from people who use the service, their relatives or advocates and staff members • discussions with various people, including: ◦ the manager ◦ care staff ◦ the people who use the service ◦ relatives and carers of people who use the service • observing how staff work The service also provided a large folder of evidence that we inspected out-with the visit to the service. For example, one of the quality themes we might look at is 'Quality of care and support'. Under each quality theme are 'quality statements' which describe what a service should be doing well for that theme. We grade how the service performs against the quality themes and statements. Details of what we found are in Section 3: The inspection Inspection Focus Areas (IFAs) In any year we may decide on specific aspects of care to focus on during our inspections. These are extra checks we make on top of all the normal ones we make during inspection. We do this to gather information about the quality of these aspects of care on a national basis. Where we have examined an inspection focus area we will clearly identify it under the relevant quality statement. Fire safety issues We do not regulate fire safety. Local fire and rescue services are responsible for checking services. However, where significant fire safety issues become apparent, we will alert the relevant fire and rescue services so they may consider what action to take. We also use annual returns to decide how we will inspect the service. Annual Return Received: Yes - Electronic Comments on Self Assessment Every year all care services must complete a 'self assessment' form telling us how their service is performing. We check to make sure this assessment is accurate. The Care Inspectorate received a fully completed self assessment document from the service provider. We were satisfied with the way the service provider had completed this and with the relevant information they had given us for each of headings that we grade them under. The service provider identified what they thought they did well, some areas for development and any changes they had planned. The service provider told us how the people who used the care service had taken part in the self assessment process. Taking the views of people using the care service into account A number of people who used the service were unable to express their views due to communication difficulties. We saw three people in one of the services, they all appeared to be very happy and comfortable in their homes. It was very clear that staff had developed very strong relationships with the people they supported. Taking carers' views into account We received 8 questionnniares that had been competed and retuned to the Care Inspectorate. All respndents indicated a high level of satisfaction with the quality of service provided. Individual comments had also been provided by some respondents. These were discussed with the manager during the inspection visit. Gowrie Care Limited - Angus, page 8 of 18 Inspection report continued 3 The inspection We looked at how the service performs against the following quality themes and statements. Here are the details of what we found. Quality Theme 1: Quality of Care and Support Grade awarded for this theme: 4 - Good Statement 1 We ensure that service users and carers participate in assessing and improving the quality of the care and support provided by the service. Service strengths We inspected a sample of the range of evidence that we were provided with and spoke to the manager and several members of staff. We found that the service's performance reached a good standard and had important strengths. These strengths had a positive impact on people using the service. We saw that the service used various methods to seek feedback and involve tenants, carers and relatives in all aspects of how care and support was provided. Newsletters for each of the projects provided a range of information. Regular tenants meetings took place in some of the projects and minutes were taken. We saw that these meetings provided tenants with a valuable opportunity to discuss ideas , make suggestions and share any concerns that they had. We thought that the discussion at a meeting at the Silverway Project about the SSSC codes of conduct was a very worthwhile which appeared to be manged very well by the staff team. Some tenants had received training in the recruitment and selection process. This provided them with the skills and confidence to be involved in the recruitment of new staff into the service. A variety of social events had taken place which included 'Angus has got Talent' . A DVD had been made which captured the success of the event in bringing all the projects together. A number of other social events had taken place throughout the year which promoted involvement across the projects. Several had typed up their own review reports with the support of staff. We thought that this was a great idea as it helped tenants improve their confidence. It was clear that Gowrie Care promoted an ethos of participation across the organisation. Areas for improvement It was evident that within the Gowrie Angus branch, participation was at various stages of development in each of the projects. This was acknowledged by the manager who had already identified ways in which this could be be developed further. The following area for development had been identified by the manager in the self assessment; 'Boardmaker training has been given to staff members and laptops are now in services, this needs to be filtered through staff teams and Boardmaker implemented within services'. Service strengths We found that the service's performance reached a very good standard and had major strengths. These strengths had a positive impact on people using the service. We sampled some personal plans and found these to be very clear and detailed. This was a significant strength as it provided staff with the right level of information that was required to support the tenant. We saw that the plans were reviewed and evaluated on a regular basis.
