The authors show convincingly that the state depends on resources of non-state actors to manage policy challenges. Their fine, deeply-researched study analyzes how the resulting governance networks vary across Russia’s regions and policy areas. The book makes a unique and valuable contribution to scholarship on Russia, governance, and the complex politics of contemporaryauthoritarian regimes.” —LindaJ.Cook, Professor ofPolitical Science,Brown University,USA “Governance in Russian Regions—A Policy Comparison is a significant theoretical andempiricalcontributiontointerdisciplinaryresearchonmultidimensionalaspects of subnational governance in today’s Russia. Its innovative approach reveals the combination of ‘vertical’ hierarchy with ‘horizontal’, collaborative networks and interactionsbetweenthestateagencies, societyandprivateinterests.Presentedcase studies (HIV prevention, policies towards NGOs, climate change, child welfare, ethnic conflicts) corroborate an important theoretical conclusion that there are commonfeatures ofgovernance thattranscend regimetypes.” —AndreiMelville, Deanofthe Faculty ofsocial sciences, Higher SchoolofEconomics, Moscow “An original, refreshing entry into the analyses of Russian state-society relation- ship. Instead of usual statist top-down design, the authors apply network governance theory into the Russian case. The book provides a diversified picture ofthedynamicshowRussianstateandcivilsocietyinteract.Additionally, itmakesa significant contribution to our understanding of how federalism, tripartite government, policy making and implementation really work in contemporary Russia.Thedeveloped, systemisizedframeworkisusefultostudiesofotherhybrid regimesaswell.” —MeriKulmala,Academy ofFinlandResearch Fellow, Aleksanteri Institute, University ofHelsinki Sabine Kropp Aadne Aasland (cid:129) Mikkel Berg-Nordlie Jørn Holm-Hansen (cid:129) Johannes Schuhmann Editors Governance in Russian Regions A Policy Comparison Editors SabineKropp Jørn Holm-Hansen OttoSuhrInstitute ofPoliticalScience Department forInternational Studies Freie UniversitätBerlin andMigration Berlin,Germany Norwegian Institute forUrban andRegion AadneAasland Oslo,Norway Norwegian Institute forUrban andRegionalResearch (NIBR) JohannesSchuhmann Oslo,Norway Institute ofGerman andInternational PartyLawand Party Research MikkelBerg-Nordlie HeinrichHeineUniversity Düsseldorf Department forInternational Studies Düsseldorf, Germany andMigration Norwegian Institute forUrban andRegionalResearch (NIBR) Oslo,Norway ISBN978-3-319-61701-5 ISBN978-3-319-61702-2 (eBook) DOI 10.1007/978-3-319-61702-2 LibraryofCongressControlNumber:2017945788 ©TheEditor(s)(ifapplicable)andTheAuthor(s)2018 Thisworkissubjecttocopyright.AllrightsaresolelyandexclusivelylicensedbythePublisher, whetherthewholeorpartofthematerialisconcerned, specificallytherightsoftranslation, reprinting, reuseofillustrations, recitation, broadcasting, reproductiononmicrofilmsorinany other physical way, and transmission or information storage and retrieval, electronic adaptation, computer software, or by similar or dissimilar methodology now known or hereafterdeveloped.
