This is mainly due to expansion of the education and training offer and rising demand for it, which have brought up the issues of transparency and effectiveness. In addition, over the past 10 years, European Union policies on education and training – particularly in higher education with the Bologna process and VET with the Copenhagen process – have raised public awareness of the importance of quality for modern, relevant, attractive and permeable learning paths. A series of EU decisions adopted over the past 20 years have affected quality in education and training: Council resolution of 5 December 1994 on the quality and attractiveness of vocational education and training (1), Council recommendation 98/561/EC of 24 September 1998 on European cooperation in quality assurance in higher education (2), recommendation of the European Parliament and of the Council of 12 February 2001 on European cooperation in quality evaluation in school education (3), recommendation of the European Parliament and of the Council of 15 February 2006 on further European cooperation in quality assurance in higher education (4) and the recommendation of the European Parliament and of the Council on establishment of a European quality assurance reference framework for vocational education and training (5). Despite implementation by Member States being voluntary, the above European political priorities certainly provide a common area and foster cooperation on quality in education and VET. To develop common trust is a complicated endeavour and presupposes common understanding. The present glossary of terms on quality in education and training is meant to promote communication and understanding. It is intended for researchers, experts and all those involved in improving the quality of learning curricula, learning providers and education and training systems. It does not represent an exhaustive inventory of the terminology used by specialists. This glossary is an updated and extended version of Quality in training – La qualité dans la formation, published by Cedefop in 2003. It considers a series of important recent policy developments at European level, including setting up a European qualifications framework for lifelong learning (EQF (6)) and the development of a European credit system for vocational education and training (ECVET (7)). We hope this work will be useful for experts working on quality in education and training. Christian F.
