The l Second Vatican Council rightly observed that i z ‘among the signs of our times, one particularly wor- a thy of note is a growing, inescapable sense of soli- t darity between all peoples’. State agencies and i o humanitarian associations work to promote this, n the former mainly through subsidies or tax relief, the latter by making available considerable a resources.
