We were fortunate to have had the assistance of many remarkable people, only a few of whom we are able to acknowledge here. We express our appreciation to all of the authors for their commitment to this common project, particularly for their exceptional contributions as well as for their patience and co-operation at all times. Having been more or less novices in the field of academic editing, we are deeply grateful for generous support and advice by established scholars. In particular, we owe a great debt of gratitude to the members of the Research Council of the School of International Studies, who offered critical and constructive input during the peer review process: Professor Monika Medick- Krakau (Founding Director of the School of International Studies), Professor Ulrich Fastenrath (Academic Director of the School of International Studies), Professor Sabine von Schorlemer, as well as Professor Udo Broll and Professor Alexander Kemnitz. We also like to thank Professor Cornelia Manger-Nestler, (Leipzig University of Applied Sciences) and PD Dr. Hans-Joachim Heintze (Ruhr-Universität Bochum) who have supported us with their expert opinion. We would further like to thank the commentators. Not only did they draw the academic bow in the three parts of the volume with their comments, they also greatly assisted and supported us in the process of the set up of the volume. We would like to thank Alexander Brand, Dr. Regina Heller, Dr. Kinka Gerke- Unger, Professor Cornelia Manger-Nestler, Dr. Solveig Richter, as well as Dr. Tina Roeder. In addition, we are grateful for crucial advice received at an early stage of the project by Dr. Daniel Mügge and Dr. Arne Niemann (both University of Amsterdam). All of them have enriched and valuably complemented this volume with their knowledge and experience in the field of research of the present publication. We are indebted to our student research assistants Carolin Erwerth, Anja Nier and Ronny Rammelt who have been to a great extent responsible for editorial reviews of the manuscripts and the final formatting. Their contribution to this book cannot be summed up in words. Our special thanks go to Professor von Schorlemer for including this volume into her book series “Dresden Papers on Law and Policy of the United Nations”. Last but not least we would like to thank the Vattenfall Europe AG for its generous financial support without which this publication would not have been possible. Dresden/Berlin, March 2010 Jana Hertwig, Sylvia Maus, Almut Meyer zu Schwabedissen, Matthias Schuler Preface The present volume assembles the written contributions made to the interdisciplinary conference “Weltrisiken: Chancen einer Weiterentwicklung von Ordnungsstrukturen durch Recht, Wirtschaft und Politik” on the occasion of the 10th anniversary of the B.A. programme “International Relations” at the School of International Studies of the Technische Universität Dresden. The highly competitive B.A. programme, with 36 students selected out of several hundred applicants each year, is the only interdisciplinary undergraduate programme in the field of international relations in Germany. The great majority of the authors of the present volume as well as two of the editors are alumni of the B.A. programme. The other two editors are closely involved in the programme as researchers and lecturers at chairs cooperating with the School of International Studies. Hence, this book is another contribution in the tradition of the book series “Dresdner Schriften zu Recht und Politik der Vereinten Nationen / Dresden Papers on Law and Policy of the United Nations” that has repeatedly provided a platform for the results of the latest research in cooperation with researchers at the Chair of International Law, European Union Law and International Relations. The research topic of the present volume, global risks, also sets forth the interdisciplinary, problem-oriented teaching and research at the School of International Studies. The selected contributions show from very different academic perspectives how international actors, states as well as regional and international organisations, deal with global risks. The authors and commentators highlight that complex challenges demand multi-faceted, pluri-disciplinary, and not least multilateral solutions. It becomes clear throughout the volume that these solutions have to start with an informed and thorough assessment of the dimensions of a global risk. They have to sound out and evaluate the possibilities which international law, politics and economics offer to tackle these risks, and they have to go beyond conventional modes of governance to keep up with the pace of global change. Thus, the volume presents an inspiring point of departure for further research in this field of study. The editor of the book series would like to thank all persons involved for their efforts and contributions to this volume and wishes the audience an insightful and inspiring reading! Dresden, March 2010 Sabine von Schorlemer
