Dobbins, Special Envoy to Haiti under President Clinton,
1994-96, and President Bush's Special Envoy to Afghanistan
following the 911 attacks, talking to National Public Radio the
morning after the coup, February 29, 2004:
"All too likely this cycle will be repeated in the
future unless we get it right this time."
Spoken in the Washington dialect:
President Aristide had "worn out his welcome."

Supreme Court, an institution that is, in
turn, controlled by Republican appointees.
Translation:
