TheSessionwasattendedbydelegatesfrom19MembersoftheCommission,andby observersfromtheInternationalCommissionfortheConservationofAtlanticTunas(ICCAT), GArpepeennpdeiaxcBetIonttehrinsarteipoonratl.andtheWorldConservationUnion. Thelistofparticipantsisgivenin 3. ThemeetingwascalledtoorderbyMrF.MontanaroMifsud,ChairmanoftheCommission, whowelcomedtheparticipantstoMaltaandw'ishedthemasuccessfulmeetingandapleasantstayin Malta. 4. TheChairmanofGFCMthengavethefloor totheHon.NinuZammit,Ministerof AgricultureandFisheriesofMaltawho,inhisopeningaddress,welcomedtheparticipantstoMalta, highlightingtheimportantroleofsuchspecializedmeetings. Hestatedthattheautonomyofthe Commissionwasimportantandreiteratedhiscountry'sinvitationtohousepermanentlythe headquartersofanautonomousCommission.ThetextoftheopeningaddressisgiveninAppendixD. 5. (b) ActivitiesoftheCommitteeoilAquaculture(CAQ) (17R.ome.ItTalhye,1Se3c-r1e6taJruinaet2i0n0f0o)r,metdhetChoensCuolmtmaitisosnioonntthhaet,ApipnliacdadtiitoionnotfoArtthieclSeec9oonfdtSheesFsiAoOnoCfodCeAoQf ConductforResponsibleFisheriesintheMediterraneanRegionwasheldinRome,Italy,(19-23July 1999).ThemainoutcomeoftheConsultationwastheadoptionofaPlanofActionthataimedatthe implementationoftheprinciplesoftheCodetoMediterraneanaquaculture,theimprovementof planningschemes,theconservationoftheenvironmentandthestabilizationoftradeinaquaculture products.TheChairmanofCAQ.MrS.Cataudella,emphasizedtheopportunitygivenbytheCodeof Conducttoadoptaholisticapproachtoaddressaquacultureandfisheriesissues. 18. TheSecondSessionofCAQwasattendedby14MembersofGFCM.TheCommittee reviewedtheactivitiesearnedoutbyitsNetworksandendorsedtheoutcomeoftheConsultationon theApplicationofArticle9oftheCodeofConductforResponsibleFisheries.Theneedtostrengthen Copyrightedmaterial 3 liaisonwithotherneworganizationssuchastheEuropeanAquacultureSocietywasunderlinedaswell astheneedtoexpandenvironment-relatedactivities(seeAgendaitem6,recommendationsofCAQ). 19. TheactivitiesoftheAquacultureNetworksduringtheintersessionalperiodwerelistedby theSecretariat.Forthenetworkonaquacultureinformation(SIPAM)theactivitiesincludedtheannual meetingofnationalcoordinatorsandtheSteeringCommittee,thepreparationofanewreleaseofthe databases,thepreparationofaprototypeforanInternetbasedSIPAM,theinclusionofSIPAMasan inputcentreforASFAforaquacultureandforcountriesoftheregionnotbelongingtoASFA,aswell astheinclusionoftwonewcountries,LebanonandLibya.TheCommissionwasinformedthatthe networkontechnicalaspects(TECAM)hadorganizedameetingonenvironmentalimpactassessment andaquacultureandhadalsolaunchedthreesurveysofexistingcapabilitiesingenetics,nutritionand economics.Finally,informationwasgivenontheworkshoponqualityofaquacultureproducts, organizedbythenetworkonsocialandeconomicaspectsofaquaculture(SELAM).Theselasttwo networkswerejointlycoordinatedwiththeInternationalCentreforAdvancedMediterreanean AgronomicStudies(CIIIEAM).Ofrelevanceintheintersessionalactivitieswasalsotheparticipation ofrepresentativesofthethreenetworksattheNice2000meetingwhichhadbeenorganizedjointlyby theEuropeanAquacultureSociety(EAS)andtheWorldAquacultureSociety(WAS)inwhichan iRemsporlouvteimonesntofinCAcoQorcdoinnacteironninbgetthweeeunsetohfefvoaurrioGuFsCgrMoulpasngwuaasgessouignhtth.eTfhuteurCeosmemsissiosnisoonfeCnAdQor.sedthe (c) ActivitiesofADR1AMEI) 20. TheProjectDirector,MrRafaelRobles,informedtheCommissionthattheLogical FrameworkAnalysis(LFR),including thereporting,monitoringandevaluationsystemhadbeen introduced,resultinginrestructuringandharmonizingthewholepreviouslyplannedworkprogramme withsomeadditionalnewactivitiestocomplementit.TheSteeringCommitteemembershaddirectly participatedinthisexerciseprovidingtheirinputsatnationalandregionallevels. 24. Thekeypointsonwhichtheprojectmostlyconcentrateditseffortsareasfollow: > Attentiontothesoutherncountriesintheworktobecarriedout. > Clearnationalcommitmentintheexecutionoftheactivitiesthroughanincreasingco- fundingthatwouldfacilitateself-sustainabilityinthefuture. TheSecretariatintroducedthisAgendaitemonthebasisofdocumentGFCM/XXV/2000/6. TheCommissionwasinformedthatfiveGFC'Mmembers(Cyprus,EC,Italy,Malta,andTurkey)had depositedtheirinstrumentsofacceptanceoftheamendmentstotheAgreementofGFCM.Thus,there winasorsdteilrlatonreeeadchforthteentwaod-dtihtiirodnsalomfemmebmebresrsthoirpatirfeyquainrdeddefpoorsitthetheenirtrayccienpttoafnocreceofotfhetsheeanmeewndGmFeCntMs Agreement. 27. TheSecretariatsummarizedtheprocedure(formula)tobeusedtodeterminethescaleof contributions,takingintoconsiderationthecommentsmadeattheExtraordinarySessionandTwenty- fourthSession(Alicante,Spain,July1999).Itwasrecalledthatanunderstandingwasreachedduring theseSessionsontheformulaaswellasonthethreefactorsonwhichitwasbased:membershipfee, owfeaclotnhtrciobmuptioonnesncto,ualdndnoetxtbeentadoofpftiesdhpatrotdhuecTtwieonntoyu-tfpouutrt(hcaStecshscioomnpoofneGnFt)C.MItaswatshenreotweadsthnaotqtuhoersucma.le 29. Inthecourseofthediscussionsofthisitem,questionsofatechnicalnaturewereraisedon therespectiveweightingofthethreefactors.Somedelegationspointedoutthatthelattercouldaltvays beadaptedinthefutureiftheneedarose.Onedelegationsuggestedthatthecurrencyforthe cBolnatcrkibSuetai,onnsotbaellinriEpaurrioanractohuenrtrtiheasnweinreUSGFdoCllMarMs.emAbneotrhsearnddeltheagtatfioornthniostaerdeathtaht,ewsmiatlhl-rpeeglaargdictosutbh-e componentofthecatchfactorshouldnotbetakenintoaccount.Onedelegationsuggestedthatthe valueoffishreplacebothwealthandfishproductioncomponents. 30. Finally,withtheexceptionofoneMember(Egypt),oneabstention(Israel),andthe reservationofTurkey,whichsupportedtheproposedscaleofcontributions,subjecttotheexclusion offrocmontthreibcuatlicounlsa,tiwonhsicohftwhoeiurlsdmablelappepllaigciacbcleatctohitnhethGeFBlCaMckaSueta,ontohemoCuosmmbiusdsgeitononacgreeethdeonagtrheeesmceanlte enteredintoforce,calculatedinaccordancewiththefollowingformula. Beforethefinalimplementationofthescaleofcontributions,theCommissionrequestedthat eachMembersshouldvalidatethecatchfigurethatareconsideredinthecalculationofits contribution. 32. Anexampleofthescaleofcontributionscalculatedonthehypotheticalautonomousbudget ofUSS750,000usingtheagreedformulaandbasedonstatisticaldataof1995-97isgivenin AppendixE.
