The Gemma Companies are dedicated to the power and renewable fuels
industry. All of our projects are power generation and renewable fuel facilities.
Our experience includes gas and oil-fired combined and simple-cycle power
plants, wind, and solar facilities, wood/coal-fired plants, waste-to-energy plants,
biodiesel plants, and ethanol plants, all performed on an EPC basis.

Our experience in development, engineering, construction, commissioning and
the operation of power and renewable fuels facilities allows us to integrate all of

the initial design and procurement phases to final commissioning and turnover, is

ACCIDENT PREVENTION POLICY

Gemma has established an Accident Prevention Policy to provide its
management, employees, subcontractors, partners and clients with a firm
understanding of the Company's position regarding the prevention of accidents,
to provide the guidelines for the safety program and to assist management in
meeting its responsibility to provide safe working conditions for all employees.
The Company has a primary concern for the safety of all employees. Accident
prevention not only involves personal safety, but also many other factors
affecting the progress and efficiency of the work, such as, the mechanical
condition of equipment, storage of materials, work environment, health related
matters and fire prevention. Gemma’s goal is an efficient and productive
construction effort that incorporates performance standards for safe working
methods, and a strong safety consciousness by all employees, supervisors,
subcontractors and material suppliers.

Each Project is staffed with at least one safety professional whose qualifications
consist of 10+ years safety experience or a Bachelor of Science Degree in Safety
Management from an accredited institution, or both. Gemma Power Systems
hires safety professionals directly versus using contract employees.

STATISTICAL INFORMATION

Gemma Power Systems has consistently performed better than the national
average for its industry in recordable injury rates. We strive to maintain a ZERO
Lost Time Injury Rate and our current Experience Modification Rate is reflective
of our efforts. For 2010 our EMR was 0.90

MOXIE LIBERTY ENERGY PROJECT

The Moxie Liberty Energy Project is 825 MW natural gas-fired combined cycle electrical generating
facility consisting of two single-shaft trains.

-Ancillary and support facilities, building and systems
-Electrical interconnection facilities and tie-ins for natural gas, water and waste water

Gemma funded Moxie Liberty LLC in the development of this power plant and advanced its initial
working capital. Limited notice-to-proceed was received on April 1, 2013. Full notice-to-proceed is
anticipated by July 2013.
