भारतीय मानक Aयूरो (बीआईएस) सिहत िविभC िहतधारक के साथ िवचार-िवमश5 के उपरा(cid:15)त उE आदशे के *भावी होन े
क7 तारीख पहल े अथात5 ् 16 अ*ैल, 2018 कर दी गई िजसे का.आ. सं. 1602(अ) के तहत (cid:4)दनांक 16 अ*लै , 2018 को
अिधसिू चत भारत के राजपH म (cid:25)*कािशत और 30 जनू , 2018 तक *भावी आदशे के साथ अनुबJ अनसु ूची म (cid:25)Kम सं. 1-3 के
उ(cid:30)पाद के िलए िविनमा5ता Mारा Nवतः *माणन दने े क7 शत 5 पर (cid:4)दनाकं 30 मई, 2018 को भारत के राजपH म (cid:25) सशं ोिधत
का.आ. 2183(अ) के तहत *कािशत (cid:4)कया गया था।
2. और यतः उOोग न े आदशे के अनुपालन के िलए और अिधक समय मांगा और जब(cid:4)क इसस े संबिं धत मुQ पर
संबंिधत िहतधारक के साथ चचा5 क7 गई, Nव-*माणन को 13.07.2018 को भारत के राजपH म (cid:25) *कािशत का.आ. 3449(अ)
के माRयम से 04 िसत(cid:27)बर, 2018 तक बढ़ा (cid:4)दया गया, िजसे बाद म (cid:25) 12 िसत(cid:27)बर, 2018 को भारत के राजपH म (cid:25) *कािशत
का.आ. सं. 4787(अ) के तहत आदशे म(cid:25) सूचीबJ सभी उ(cid:30)पाद के िलए 20 िसत(cid:27)बर, 2018 तक बढ़ा (cid:4)दया गया, और बाद म (cid:25)
आदशे के सुचाU काया(cid:15)5 वयन के िलए संलV अनसु ूची म (cid:25) *(cid:30)यके उ(cid:30)पाद के समW उि(cid:6)लिखत काया(cid:15)5 वयन क7 ितिथय के साथ
सभी उ(cid:30)पाद के िलए (cid:4)दनाकं 12.10.2018 के का.आ. 5259(अ) के तहत 20 िसत(cid:27)बर, 2018 से बढ़ाकर 01 जनवरी, 2019
कर (cid:4)दया गया।
3. और यतः इनवट5र के परीWण (मद 4-5) से सबं ंिधत मामल पर उOोग और भारतीय मानक Aयरू ो Mारा
मा(cid:15)यता*ाY परीWण *योगशालाZ के साथ चचा 5 क7 गई ह,ै एत[ारा यह अिधसिू चत (cid:4)कया जाता ह ै(cid:4)क इन मद के िलए Nव
*माणन छूट क7 तारीख को 6 माह के िलए अथा5त ् 30 जनू , 2019 तक इस शत5 के अRयधीन बढ़ाया जाता है (cid:4)क ऐस े
िविनमात5 ाZ के पास मा(cid:15)य आईईसी और अंतरा5^ीय परीWण *योगशालाZ स े भारतीय मानक के अन_ु प परीWण ‘रपोटa
ह । इन िविनमा5ताZ को परीWण *योगशालाZ म (cid:25) *ितदश 5 (सै(cid:27)पल) जमा (cid:4)कए बगैर Nव *माणन क7 अनमु ित दी जाएगी
bय (cid:4)क परीWण *योगशालाZ को *ितदश5 *Nतुत करने संबंधी cृंखला (cid:4)दशािनदशe तैयार (cid:4)कए जा रह ेह।f

NOTIFICATION
New Delhi, the 4th January, 2019
S.O. 46(E).—whereas the Central Government had issued “Solar Photovoltaics, Systems, Devices
and Components Goods (Requirements for Compulsory Registration) Order, 2017“ vide S.O. 2920(E) dated
5th September, 2017 for six products included in the Schedule with the date of coming into force with effect
from 5th September, 2018. And whereas, after having discussions with the various stakeholders
including the Bureau of Indian Standards (BIS), the date of coming into force of the said Order was advanced
to 16th April, 2018 on the condition of self-certification by manufacturers for products at Sl. No. 1-3 in the
Schedule annexed to the order applicable till 30th June, 2018 published in Gazette of India notified on
16th April, 2018 vide S.O. 1602(E), which was revised vide S.O. 2183(E) published in Gazette of India on
30.05.2018.
2. And whereas, the industry had sought more time for compliance to the order and whereas the
issues involved were discussed with related stakeholders, the self-certification was extended to
4th September, 2018 vide S.O. 3449(E) published in Gazette of India on 13.07.2018, which was further
extended to 20th September 2018 for all products listed in the order vide S.O No. 4787(E) published in
Gazette of India on 12th September 2018, and further to 1st January 2019 from 20th September, 2018 vide
S.O. 5259(E) dated 12.10.2018 for all items with dates of implementation indicated against each product in
the Schedule annexed for smooth implementation of the order.
3. And whereas, the issues related to testing of inverters (items 4-5) was discussed with industry
and test labs recognized by BIS, it is hereby notified that the date of self- certification relaxation for these
items stands extended by six months i.e. up to 30th June 2019 subject to the condition that such
manufacturers should have valid IEC and test reports from international test labs corresponding to IS. These
manufacturers will be allowed self-certification without submitting samples to test labs as the series
guidelines for submitting samples to test labs are under preparation.
