Short title and commencement.—(1) These rules may bo called the Armed Forces Headquarters Stenographers' Service (Private Secretary Grade) Rules, 1990. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Definition.—In these rules, unless the context oShciwiiiC requires,— (a) "appointing authority" means the aulhuiily em- powered under the Central Civil Sei vices (Classi- fication, Control and Appeal) Rule*, 1965 to make appointment to the posts under these rules ; (b) "appointed Jay" means the date on which these rules shall como into force ; (c) "approved service"' in relation to Grade A or Grade B means the period or periods of service in that Grade rendered after selection to that Grade nnd Includes any period or periods during which an officer would have held a duty post in that Grade but for his being on leave or otherwise not being available for holding such post.
