No part of this publication may be reproduced In any form or by any means without written permission . 3 VOTER INFORMATION The Pennsylvania Gay and Lesbian Alliance for Political Action (PA-GALA) is a voter education and grassroots lobbying organiza tion. PA-GALA is committed to electing candidates who support full equality for gay men and lesbians. PA-GALA supports passage of legislation that prohibits discrimination in employment housing, pub lic accommodations and education on the basis of sexual orienta tion and gender identity at the federal, state and local levels of gov ernment. ANSWERS TO QUESTIONS WE ARE ASKED FREQUENTLY HOW DOES PA-GALA DECIDE WHICH CANDIDATES TO ENDORSE( •)? PA-GALA offices in each district determine endorsements for their area. PA-GALA endorses the candidate who will be the best advocate for the gay and lesbian community in that district. Because this is a primary elec tion we may endorse one Democrat and one Republican for each seat. In the general election, we will narrow our endorsement to one candidate per district. Endorsed candidates are identified in the booklet by a •. HOW DOES PA-GALA GET INFORMATION ON THE CANDIDATES? PA-GALA obtains information on the candidates from various sources. The primary source is a candidate questionnaire which is sent to every candidate running in eastern Pennsylvania. We also obtain information from the mass media, meetings with candidates, and candidate forums. Other civil rights organizations have also supplied PA-GALA with informa tion on candidates including: The Human Rights Campaign, the National Gay and Lesbian Task Force, the Philadelphia Lesbian and Gay Task Force and the Pennsylvania Civil Rights Initiative (Rita Addessa, Chair), the Statewide Pennsylvania Rights Coalition, the Liberty City Lesbian and Gay Democratic Club, the Log Cabin Republican Club, the Center for Lesbian and Cay Law and Public Policy, and the Pink Triangle Coalition. Due to the nature and complexities of data collection, PA-GALA can not be held responsible for errors or inaccuracies in this booklet. WHAT DOES PA-GALA ASK THE CANDIDATES? These are the categories, the areas they include, and examples of questions: EQUALITY - DISCRIMINATION, EQUAL RIGHTS, FAIRNESS Example: Do you support ENDA, the Employment Non-Discrimination Act which protects gay men and lesbians from job discrimination? CUSTODY - CHILD CUSTODY / VISITATION, ADOPTION, FOSTER PARENTING Example: Should sexual orientation be a factor in child custody cases? AIDS -MANDATORY TESTING, PREVENTION, PWA ASSISTANCE PROGRAMS, RESEARCH, FUNDING, CONFIDENTIALITY, NAMES REPORTING. Example: What plan would you implement to stop the spread of AIDS in your district? BENEFITS - DOMESTIC PARTNERSHIP AND HEALTH INSURANCE, INHERITANCE AND SURVIVORSHIP BENEFITS FOR SAME-SEX COUPLES. Example: Would you support granting domestic partnership benefits to county employees? 4 MARRIAGE - LAWS AND LEGISLATION FOR AND AGAINST SAME-SEX MARRIAGE Example: Do you support same-sex marriage? EDUCATION - DENYING FUNDS TO SCHOOLS THAT INCLUDE HOMOSEXUALITY IN THE CURRICULUM. Example: Would you support a curriculum that teaches tolerance for all minorities, including gay men and lesbians, by showing examples of all types of people in everyday life? HOW DOES PA-GALA EVALUATE CANDIDATES? Yes or no answers are easy. With longer answers we look for specific state ments. Noncommittal answers or those with many qualifiers usually incur neutral ratings. We rate ** only in instances of active commitment, for example founding an AIDS organization or authoring or introducing a pro-gay/lesbian, AIDS/HIV poli cy or legislation. We give 4 4 only in instances of outrageously negative com ments or active promotion or introduction of anti-gay legislation/policies. Paid ads from candidates do not imply endorsement by PA-GALA. HOW DO I REGISTER TO VOTE? WHERE DO I VOTE? Pages 7 and 8 of G&L-VOTE '98 list the phone number of your County Voter Registration Office. They can tell you if you are currently registered, the loca tion of your polling place, and in which district and ward you live. To vote, you must be a US citizen, be age 18 by the election, have lived in the State of PA and have lived at your current address for 30 days. You may register at your Post Office, your County Voter Registration Office or have them send you a mail-in registration form. PA-GALA volunteers can register you at events like the Pride Festival and fund raising events. SHOULD I REGISTER IN A POLITICAL PARTY? YES! People registered as Independents (I) or with No Affiliation (NA) are not eligible to vote in Primary Elections. You must register as either a Democrat or a Republican to vote in any Primary. Many elections are very close, with some candidates winning by a small margin of votes. An example is the 1997 Democratic Mayoral Primary in Allentown where Martin Velazquez won by one vote. DOES MY VOTE REALLY MATTER IN PRIMARY AND OFF-YEAR ELECTIONS? Fewer people vote in Primary Elections, so primary voters can have a dispro portionate effect on the outcome. If a pro-gay candidate does not survive the Primary Election, we cannot vote for that candidate in the general election. Your vote counts in ALL elections? HOW DO I USE G&L-VOTE '98? First, check the County and District Index to determine in which Congress, State Senate and State Representative District you reside. Then read the infor mation about the candidates running in your area and combine it with other relevant information to make your best choice. Take "G&L Vote" to the polls with you and be sure to let candidates see you using the booklet. You may question candidates by looking up their responses. Voice your concern over negative answers and un-returned questionnaires. Be sure to thank those can didates who support equality for gay men and lesbians. Candidates take vot ers seriously and they will not forget your comments. 5 HOW CAN I GET INVOLVED? Call FAX, or write to us tor more information about PA-GALA or about our activ ities in your area. If you see PA-GALA volunteers at events tell us you're interested. There's lots to do - stuffing envelopes, lobbying, collecting candidate information, or helping at fund-raising events. We need you.
