A DOCUMENTS No. VL-01 Page: 4 of 75 1.0 GENERAL The main aim is to provide CONTRACTOR with necessary flexibility to propose sources for material and equipment utilizing his own experience and market knowledge to enhance quality and reduce overall project cost. Indicative lists of vendors/sub-contractors are provided, however bidders are not limited to these lists and are can propose any other who can provide the required material specifications, meet prequalification and selection criteria indicated hereafter in items 2 & 3 in addition to the following: Internationally recognised or of a high specialised capability. Reputation for high quality, reliability and meet required specification. Adequate previous references and track history as well as satisfactory experience with COMPANY. Availability of after sales support facilities in Abu Dhabi when applicable. These facilities may include: - Provide a stock of spare parts, repair facility and technical support. - Provide training centres for plant operators and technicians (if relevant). Any Vendor/Sub-Contractor submitted by the successful CONTRACTOR will be required to submit prequalification documentation for COMPANY approval. If the proposed Vendor/Sub-contractor fails to meet the required criteria, the successful CONTRACTOR would be obliged to select vendor/sub-contractor from the provided indicative list and submit prequalification documents for equivalent standing for COMPANY approval. COMPANY’s rejection of any sub-Contractor/vendor due to non-compliance with the provisions of the agreement shall not in any way impact the agreement price. 2.0 PRE-QUALIFICATION DETAILS: The request for approval of proposed vendor/sub-contractor by CONTRACTOR should be accompanied by documentation covering the following as appropriate: Pre-qualification documentation providing information on vendors/sub-contractors capabilities (engineering, manufacturing and after sales support), construction capability and experience, organization, resources, financial position and references. Previous experiences of performances with CONTRACTOR in similar services/ equipment/materials supplied or provided indicating scope of supply, value and date. A DOCUMENTS No. VL-01 Page: 5 of 75 Previous construction experience including experience in Abu Dhabi and providing evidence of work performed in similar categories to those proposed. Copies of vendors/sub-contractors current registration with Abu Dhabi Municipality and Chamber of Commerce (and Oil & Gas classifications). Copies of current Agent’s registration with Abu Dhabi Municipality and Chamber Commerce. Copies of current Agency Agreement registration certificate. The sub-contractor or vendor has to be registered with Company or have a receipt indicating they have applied to be registered and having a license with Oil & Gas Classification. ISO quality certificate or statement on ability to meet essential requirements of same or agreed plan. 3.0 VENDOR/SUB-CONTRACTOR SELECTION CRITERIA 3.1 SELECTION OF VENDORS Selection of any potential vendor for supply of material, goods, equipment and services for the PROJECT shall be based on life cycle value and technical merit as well as price. Vendor selection criteria shall include: Advance level of technology provided. Life cycle value. Low operating cost including spares based on actual data obtained from VENDOR using local cost of utilities. Current workload of vendor. Financial soundness and solvency. Standardization with existing equipment and facilities (if relevant). Adequate experience in the particular services, size and specifications of the subject commodity. Pre-award shop survey visit may be required for critical items. COMPANY attendance is mandatory. 3.2 SELECTION OF Sub-Contractors ASAB 1 CONTROL BUILDING ERGONOMIC STUDY VENDORS / SUB-CONTRACTORS LIST Date: 7.3.2012 - Rev. A DOCUMENTS No. VL-01 Page: 6 of 75 Selection of any potential SUB-CONTRACTOR for providing any specialist service or performance of any part of the works shall be based on technical merit and the ability of sub- contractor. Sub-contractor selection criteria shall include: Registered in Abu Dhabi and with COMPANY prior to award of subcontract. Structural organization, with man power and equipment in a condition that allows safe operation and in quantities that would meet the job requirements. Prior experience demonstrated by successful completion of a number of jobs of a similar scope and order of magnitude. Other than Abu Dhabi sub-contractors, must have international experience not limited to their own region. Preference to be given to those having Abu Dhabi experience, followed by those with Arabian Gulf experience. Quality Assurance / Quality Control program ISO 9000 certification. Safety and Environmental System. Financial soundness and solvency. Past performance with COMPANY. Advance level of technology provided. Current workload of sub-contractor. Standardization with existing equipment and facilities (if relevant). Adequate experience in the particular services, size and specifications of the subject work. Workshop capability Responsiveness. Schedule adherence. 4.0 LOCAL AND REGIONAL RESOURCES COMPANY requires that CONTRACTOR maximize, wherever possible and practical, the involvement of local and regional resources in the implementation of the PROJECT. A DOCUMENTS No. VL-01 Page: 7 of 75 5.0 LIST OF SUB-CONTRACTORS 5.1 Attachment 1 is a list of sub-contractors intended, by CONTRACTOR, for employment in the performance of the works. In case any change either in the type of works or in the name of the sub- contractor to be used, CONTRACTOR shall advise and obtain written approval of the new works to be subcontracted or the new sub-contractor to be hired. 5.2 Any proposed sub-contractor requires the COMPANY’s prior approval. Sub-contractors shall unless approved by COMPANY prior to award, only be selected from a “List of proposed sub-contractors” prepared by CONTRACTOR and approved by COMPANY in respect of each subcontract trade or profession (Attachment 1). Technical analysis/comparison of the sub-contractors listed shall be performed in co-ordination with COMPANY, in order to select the most technically and professionally acceptable sub-contractor. 5.3 CONTRACTOR shall submit to COMPANY, un-priced copies of all subcontracts for work, prior to execution of the said subcontracts. 5.4 Based on COMPANY’s prior approval, additions and deletions may be made to or from the list. Attachment 2 is an Indicative List of construction sub-contractors which are acceptable to the COMPANY. For the avoidance of doubt, the CONTRACTOR may select from this list but is not restricted to the list and may propose alternatives, at his option, for COMPANY approval. 5.5 CONTRACTOR shall detail in Attachment 1 and submit the works/trades and professions proposed to be sub-contracted and the sub-contractors proposed in each instance, together with the approximate value of work for each of the proposed sub-contractor as a percentage (%) of CONTRACTOR’s agreement price. 6.0 SUBCONTRACTING PLAN CONTRACTOR shall submit, within one month of effective date, a finalized sub-contracting plan showing construction packages into which the works will be divided and approximate value (in terms of percentage of agreement price) of each. For each construction package, CONTRACTOR shall provide names of prospective sub-contractors. CONTRACTOR shall provide a Pre-qualification Report in tabular form with full supporting documentation on each sub-contract to demonstrate that COMPANY criteria have been satisfied. A DOCUMENTS No. VL-01 Page: 8 of 75 7.0 LIST OF SUPPLIERS / VENDORS 7.1 Attachment 3 is a list of suppliers/vendors intended for employment in the performance of the works by CONTRACTOR. In case of any change either in the type of works or in name of suppliers / vendors, CONTRACTOR shall advise COMPANY on vendors to be used and obtain written approval on the new suppliers/vendors to be hired. 7.2 Suppliers/vendors shall, unless approved by Company prior to award, only be selected from a “List of proposed suppliers/vendors” prepared by CONTRACTOR and approved by COMPANY. Contractor will submit a technical analysis/comparison of the suppliers/vendors if required by COMPANY. 7.3 All Fire related Materials suppliers/vendors e.g. Fire Alarm, Fire Fighting, Fire Stop Materials, Cables, Central/Group Emergency Lighting, Fire Dampers etc., must have Local Civil Defence Dept. approval. 7.4 CONTRACTOR shall submit to COMPANY if requested un-priced copies of supply contracts for works, prior to execution of the said supply contracts. 7.5 Within one month of effective date, CONTRACTOR shall submit a finalized list of suppliers / vendors proposed in each instance, together with the approximate value of those GOODS, for each of the proposed supplier/vendor, as a percentage (%) of CONTRACTOR’s agreement price 7.6 Based on COMPANY’s prior approval, additions and deletions may be made to the list. 7.7 Attachment 4 is an Indicative List of suppliers/vendors which are acceptable to the COMPANY for the avoidance of doubt, the CONTRACTOR may select from this list but is not restricted to the list and may propose alternatives, at this option, for COMPANY approval. 7.8 The inclusion of a name in the list of suppliers/vendors does not imply acceptance/approval. All equipment/material proposed for use on the PROJECT must comply with the specifications and must be approved by the COMPANY (irrespective of make being mentioned in these documents).
