This document provides a summary of the civilian and military personnel changes and reassignment of aircraft at Air Force bases for the upcoming fiscal year • The FSA reflects decisions to provide unsurpassed Global Vigilance, Global Reach and Global Power…to fly, fight and win in air, space and cyberspace – today and in the future given available resources • The Air Force has worked to achieve the proper balance across our personnel, infrastructure, readiness, and investment portfolios while fully committed to supporting overseas contingency operations • These force structure changes enhance the Air Force’s ability to create, protect, and sustain all air and space forces across the full range of military operations; the FSA directly supports new and emerging missions for the Air Force Legend: AD Air Force Base Reserve Base Guard Base Other I n t e g r i t y - S e r v i c e - E x c e l l e n c e 33 Air Force Core Functions 1. Agile Combat Support Legend: AD Air Force Base Reserve Base Guard Base Other I n t e g r i t y - S e r v i c e - E x c e l l e n c e 44 Air Force Core Functions Nuclear Deterrence Operations Through a back-to-basics approach, the Air Force is re-emphasizing accountability, compliance, and precision in the nuclear enterprise Consolidated all nuclear sustainment matters under the Air Force Nuclear Weapons Center (AFNWC) Established a new Air Staff Nuclear Directorate responsible for policy oversight and integration of our nuclear enterprise activities Standing-up Air Force Global Strike Command (AFGSC) to consolidate Air Force Intercontinental Ballistic Missiles and nuclear capable bombers under a single command The FY10 PB increases nuclear related personnel by 2,500 and adds a fourth B-52 squadron The FY10 PB also places additional emphasis on strengthening the physical integrity of our Weapons Storage Areas Legend: AD Air Force Base Reserve Base Guard Base Other I n t e g r i t y - S e r v i c e - E x c e l l e n c e 5 Air Force Core Functions Air Superiority Air Superiority and Global Precision Attack remain the foundations of our ability to deliver Global Power Accelerating the retirement of legacy F-15s, F-16s, and A-10s enables us to redistribute funding to modernize a smaller, more capable, Combat Air Force (CAF) as we field F-22s & F-35s We are validating the remaining service life for our current fleet of F-15s, F-16s, and A-10s The CAF Restructure plan accelerates the retirement of 254 aircraft (including 5 previously scheduled) in FY10. The Air Force will realign > 4,000 authorizations to other critical mission areas: nuclear enterprise, manned and unmanned surveillance, intelligence support to the combatant commanders, etc. Legend: AD Air Force Base Reserve Base Guard Base Other I n t e g r i t y - S e r v i c e - E x c e l l e n c e 6 Air Force Core Functions Space Superiority America’s ability to operate effectively across the spectrum of conflict is enabled by our space capabilities California Wildfires We will field several new satellites, including the Global Positioning Satellite Block IIF, Advanced Extremely High Frequency (AEHF), and Space Based Surveillance System (SBSS) – recapitalization programs important to both the US and its partner nations Capabilities provided to the joint force: 1. Positioning, Navigation and Timing Legend: AD A5i.r FoWrcee Baatsheer Reserve Base Guard Base Other I n t e g r i t y - S e r v i c e - E x c e l l e n c e 7 Air Force Core Functions Cyberspace Superiority Operating within the cyber domain has become an increasingly critical requirement for our networked force – the Air Force is committed to developing the necessary capabilities to defend the cyber domain Standing-up Twenty Fourth Air Force (24 AF) under Air Force Space Command (AFSPC) to better develop and integrate cyberspace capabilities into the joint cyberspace structure Legend: AD Air Force Base Reserve Base Guard Base Other I n t e g r i t y - S e r v i c e - E x c e l l e n c e 8 Air Force Core Functions Global Precision Attack We continue to invest in weapons and platforms for Global Precision attack (i.e. JASSM-ER, JDAM) We are modernizing our existing bomber force to increase its effectiveness and survivability against emerging threats while meeting the requirements to today’s Joint Force Commanders Investments in low observable maintenance improvements will decrease sustainment costs and reduce aircraft downtime Long-range strike remains a critical element of our nation’s power projection capabilities. We will leverage the results of both the Quadrennial Defense Review and Nuclear Posture Review to gain a better understanding of the requirements, technologies, and concept of operations for the future long-range strike aircraft Legend: AD Air Force Base Reserve Base Guard Base Other I n t e g r i t y - S e r v i c e - E x c e l l e n c e 9 Air Force Core Functions Rapid Global Mobility Replacing the aging KC-135 fleet remains the Air Force’s top acquisition priority The C-17 and C-5 programs of record, 205 and 111 respectively, meet current mobility requirements. On-going mobility studies will guide future fleet management decisions Balancing C-130J recapitalization with C-130E retirements provides improved intra-theater airlift capabilities to the Joint Force Commander With 38 C-27Js, the Air Force is “all in” to provide time-sensitive/mission-critical airlift in direct support of our joint partners Global Reach ensures our joint team can deploy, maneuver and sustain large forces on a global scale Legend: AD Air Force Base Reserve Base Guard Base Other I n t e g r i t y - S e r v i c e - E x c e l l e n c e 10
