MCLO¡OOX ll{TRoDUCTt0Ì{ This annual Aopropriations Report provides a single source document for obtaining summary and detailed information on appropriations for Fiscal Year 1998 and 1999, as provided in the General Appropriation Acg Laws 1997, Chapter I (S.B. l00l), lst Special Sessior¡ and other legislative acts. Also included is the economic and state revenue forecast upon which the budget was based. This Report also provides i¡¡formation relative to the legislative intent of appropriations. We have attempted to describe both the legal limitations or conditions ("footnotes") as well as that which was made apparent as "legislative intent" through the budgetary process. The many state agencies are encouraged to review the contents of this Appropriations Report. and to contact the loint Legislative Budget Committee Staffwith any concerns regarding "legislative intent." Agencies may want to pey particular attention to the General Provisions secti or¡ which includes imp ortant technical information. In 1979, a bill was passed to expand and alær the committee membership, which now consists of the following 16 members: Senator Russell W. Mclendon The primary powers and duties of the JLBC relate to ascertaining facs and making recommendations to the Legislature regarding all facets ofthe state budget state revenues and expenditures, future fiscal needs, and the organization and fi¡nctions ofstate government. JLBC appoints a Director who is responsible for providing staffsupport and sound technical analysis to the Committee. The objectives and major products of the staffof the JLBC a¡e: Analysis and recommendetions for the snnual state budget, which are presented in January of each year; Technical, analytical, and preparatory support in the development of appropriations bills considered by the Legislanre; Periodic economic and stete revenue forecasts; Periodic analysis of economic activity, state budget conditions, and the relationship of one to the other; Preparation of frscsl notes or the bills considered by the Legislatu¡e that have a fiscal impact on the state or any of its political subdivisions; An annual Appropriations Report which is published shortly after the budget is completed and provides detail on the budget along with an explanation of legislæive intent; Management and fiscal rese¡rch reports related to state progñrms and state agency operations; Support to the JLBC with respect to recommendations on business items placed on the committee's agenda such as transfers of appropriations pursuant to A.RS. $ 35-173; Support to the Joint Committee on Capital Review (JCCR) with respect to all capital outlay issues including land acquisition, new constn¡ction, and building renewal projects; Support to the Joint Legislative Ter Committec (JLTC) as directed in fulfilling the requirements of A.RS.
