Frequently Asked Questions Angus Closure, Middle School Boundaries, Latch-Key 1. Q: Why is Angus targeted for closure? A: Angus is in an area that is overcrowded with elementary schools, contributing to the underutilization of some elementary schools in this part of the district. Geographically, Angus is in the best location to disperse students into remaining schools in the area and prevent overcrowding. 2. Q: Where will Angus students go? A: Angus students will be reassigned to either Lean, Susick, or Harwood Elementary Schools, depending on where they live, which is detailed below: • Zone 1 - students who live north of 14 Mile Road and west of Viceroy will go to Susick. Approximately 31%, of Angus students, or 109 students, live in Zone 1. • Zone 2 - students who live north of 14 Mile Road and east of Viceroy will go to Harwood. Approximately 45% of Angus students, or 159 students, live in Zone 2. • Zone 3 - students who live south of 14 Mile Road will go to Lean. Approximately 23% of Angus students, or 80 students, live in Zone 3. 3. Q: What happens to the teachers at Angus? A: Teachers from Angus will follow students to each of these schools in accordance with district policy on teacher placement, which occurs at the end of the year. 4. Q: Will classes at Harwood, Lean, and Susick be overcrowded because of this change? A: Class sizes are set by teacher contract. Regardless of how many students a school has, class sizes will be limited by that contract. Contractual class size targets, and the size that they may not exceed in parenthesis, are: World of Fours – 18 Second Grade – 26 (30) Transitional Kindergarten – 15 (18) Third Grade – 27 (31) Kindergarten – 24 (28) Fourth Grade – 28 (32) First Grade – 25 (29) Fifth Grade – 29 (33) Middle School Classes (except Band, Gym, and Music) - 31 (37) In these moves, following contractual guidelines, the District will not remove educational seats. Rather, these changes will remove extra facility space. Any reductions of staff will come from the reduction of the number of schools that are open for 2019-2020 and the existing administration and staff ratios per building. Teacher allocations will align with contractual class size requirements. 5. Q: Will Angus students get transportation to their new school? A: Yes, in accordance with district transportation guidelines, students who live in the current Angus attendance area will receive transportation to their new school. Bus stop information will be sent home with registration packets later this year. 6. Q: What will happen to Angus? A: The District is studying other possible uses with a decision to be made at a later date. The district will continue to care for the school and grounds to support the neighborhood and the playground will still be accessible for children in the area. Because the District continues to own Angus, the bond updates that Angus received will keep the building updated for future use. All elementary schools received the same updates. Students joining new schools will continue to receive the benefits of these updates. 7. Q: Where will Early Childhood Special Education (ECSE) students go? A: All ECSE students from Angus and Willow Woods will attend Siersma Elementary next year, allowing us to group them together. Having the ECSE program together is considered best practice in special education. The District had to split them for the 2018-2019 school year because Siersma Elementary, the only building that could have absorbed the full program was on a Year-Round calendar. ECSE was housed in Siersma prior to its move to Hatherly in 2014. Siersma meets all of the playground requirements for the program. The space planned for ECSE at Siersma will also include the sensory room available to ECSE currently. Based on their prior ECSE experiences and current MICI (Mildly Cognitively Impaired) programming, Siersma staff and administration are experienced in its support of special education students. 8. Q: What is the plan for the Cross Categorical Resource Room (CCRR) after the pilot program is concluded at the end of next year? A: The District sees an ongoing need for the CCRR program. Individual student placements in special education programs or general education programs will continue to be a function of their IEP. 9. Q: What transitions are planned for students who are impacted by these moves? A: All receiving buildings will schedule a transition event or activities for the students who are scheduled to move to the next building. Once these events or activities are scheduled, this information will be communicated by the building’s principal. 10. Q: What part of Beer Middle School attendance area will change? A: The middle school area recommended for boundary adjustment in the initial FAQs shared last week should have included an additional section of the district east of Mound Round and south of 14 Mile Road, which is projected to affect an additional 17 students, bringing the total amount of students to 76. Considering this change, the Board of Education has directed that the boundary change be presented at the May 1, 2019, Board of Education Meeting at 7:30pm, to provide those families affected an opportunity to ask questions and get additional information. A recommendation for the Board to consider this boundary adjustment will move to the May 15, 2019, Board of Education Meeting. As reflected in the maps below, students who live between the Red Run Drain and 14 Mile Road between Ryan and the railroad tracks will be assigned to Carleton Middle School. This affects current students at Beer and incoming students from Green Acres Elementary, which is part of this attendance area. Please note that through open enrollment, students who currently attend or had previously been assigned to Beer may still attend the school but will be required to provide their own transportation. This decision will help balance the student populations at Beer and Carleton. 11. Q: Why can’t the schools of choice of students be moved from Beer to Carleton? A: Students enrolled in our schools either through living in the district, through out-of-district schools of choice, or intra-district open enrollment, are afforded the same opportunities as all students as required by state law. 12. Q: Do schools of choice students have to re-enroll every year? A: No. Once students enroll in the district, they become part of our population and have all the rights and privileges of our students. 11. Q: Why is this area being selected for boundary change to Carleton Middle School? A: The District is experiencing high enrollment in some middle schools and lower enrollment in other middle schools. Beer receives a high number of out-of-district School of Choice students from Fitzgerald impacting its high enrollment. Currently, Beer has nearly 900 students. Carleton, on the other hand has nearly 655 students. The area selected for the boundary change is closest to the Carleton boundary. Q: Will there be cost savings with the boundary and repurposing changes? A: The District estimates $1,000,000 in structural cost savings through increased efficiency and position eliminations, which in turn helps the district maintain so many opportunities for students. 13. Q: When will the Board be asked to approve these boundary changes? A: On Wednesday, April 24, 2019, at 6:00pm, the WCS Board of Education held a Special Meeting to present this 2019-2020 plan to gain feedback from the community. The resolution to approve elementary changes will then be presented to the Board of Education at their meeting on Wednesday, May 1, 2019, at 7:30pm. The resolution to approve middle school changes will be presented to the Board of Education at their meeting on Wednesday, May 15, 2019, at 7:30 pm. 14. Q: Are there any other changes planned for 2019-2020? A: Yes. To support families, the District is returning Latch-Key back to every elementary school in the district as long as there are enough parents interested in using the service. More information will be available in our fall registration packets. Also, the Mildly Cognitively Impaired (MICI) program at Siersma Elementary will move to Wilde Elementary, the Cross Categorical Resource Room (CCRR) Program at Harwood Elementary will move to Willow Woods, and the Emotionally Impaired (EI) Program at Harwood Elementary will move to Holden Elementary. 15. Q: What stakeholder engagement was implemented when deciding which schools to close and where to transition each classroom? Was there a special education representative involved in the decision-making process? A: The special education moves received the input of special education administrators, based on available space. This input promoted the need to pull both ECSE locations back together and to make a MICI program that housed all of its elementary MICI students. The financial struggles of school districts have forced them to make the difficult decisions of reducing building infrastructure and staff to keep facility and staff costs aligned with enrollment. Angus Elementary was the only elementary school that had enough surrounding schools in Warren Consolidated Schools to redistribute its students. If the District had chosen any other elementary school to close, multiple elementary boundary changes would have been necessary. This plan limits the number of students affected by these moves. Because there is only one viable plan, and the District has only one formal recommendation, its stakeholder input is received through these parent meetings in the furtherance of a board resolution to approve the agenda. 16. Q: Why did the district do bond renovations at Angus if it was going to close? (This is also addressed in what will happen to Angus? Question #6) A: The district is committed to keeping all of its facilities up to date separate from how they are used. For Angus, a future use of the building may develop, which will benefit from the facility improvements. 17. Q: Where will Angus students who open enrolled into the school be able go in this plan? A: Students who open-enrolled into Angus may open enroll into any of the three schools receiving Angus students.
