Guerin called the meeting to order at 4:03 p.m. ROLL CALL: Christopher Guerin Steve McElhoe Thom Obergfell Karl Bandemer STAFF PRESENT: Greg Leatherman, Executive Director Tom Cain, Urban Designer Sharon Feasel, Redevelopment Specialist Jim Lindsay, Redevelopment Specialist Paul Thuringer, Brownfield Manager Joanne Reising, Administrative Assistant COUNSEL PRESENT: Larry Shine, Associate City Attorney OTHERS PRESENT: Lori Keys, Fort Wayne Trails Court Newcomb, Liberty Mills Neighborhood representative Dawn Ritchie, Greenway Manager, City of Fort Wayne Allen Klaus, Glens of Liberty Mills Neighborhood Board Member James Riley, Letter of Support NEW BUSINESS Those speaking in favor ofthe Coventry Lane Economic Development Area plan Mr. Guerin asked ifthere was anyone present to speak in favor ofthe Coventry Lane Economic Development Area plan. Lori Keys came forward and noted that she had been the Director of Aboite NewTrails from 2006 through 2010. She stated trail, bicycle safety and pedestrian connectivity between Coventry and Liberty Mills Road is a part ofthe trail plan that was envisioned by the citizens and volunteers in the area. The funding for the expansion ofthe trail system was not available during her tenure. She stated that there is a large safety concern because ofthe narrowness of Liberty Mills Road. The properties on and near Liberty Mills is a high density residential area close to all destinations within the Village at Coventry. There are many families that use that road to ride their bicycles to the Library and other shops. It is an extremely dangerous thoroughfare, especially since there is a basic unconnected trail network in the area. There are many people on foot and bicycles attempting to navigate the road and the thoroughfares have actually become more dangerous. Court Newcomb, who works with neighborhood associations in his marketing company, stated that he has not heard any negative comments aboutthe plan. Representing the Glens of Liberty Mills, he stated the neighborhood association is in favor ofthe plan. Dawn Ritchie, the Greenways Manager for the City of Fort Wayne, explained that there are approximately 17 miles oftrails in Aboite Township. Trails have been constructed along Illinois, Scott, Covington, Eggemen, Homestead, Liberty Mills, Amber and Aboite Center Roads. There is a not a lot of connectivity between the roads and destination points. According to calls received, Ms. Ritchie noted that the residents are anxious for the completion ofthe Liberty Mills connector. She stated she was in favor ofthe Coventry Road Economic Development Area plan. Alan Claus representing The Glens of Liberty Mills stated that the expansion ofthe trails system would relieve some ofthe safety concerns in the area. Mr. Leatherman read an e-mail from James Riley, a resident ofAboite Township and Greenway Ranger for the City. Mr. Riley supports the extension ofthe GreenwayTrail System. Mr. Guerin asked two more times ifthere was anyone speaking in favor ofthe Coventry Lane Economic Development Area plan. There were no additional responses. Those speaking against the Coventry Lane Economic DevelopmentArea plan Mr. Guerin asked ifthere was anyone present to speak against the Economic Development Area plan. There were no responses. Mr. Guerin asked two more times ifthere was anyone speaking againstthe plan. Again, there were no responses.
