AN ORDINANCE approving the awarding
of ITB. #7209-ANNUAL CONTRACT-
PURCHASE OF LIQUID CO2 by the City of
Fort Wayne, Indiana, by and through
its Department of Purchasing and PAIN
ENTERPRISES for the THREE RIVERS
FILTRATION PLANT.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL
OF THE CITY OF FORT WAYNE, INDIANA;
SECTION 1. That I.T.B. #7209-ANNUAL CONTRACT-

PURCHASE OF LIQUID CO2 between the City of Fort Wayne, by
and through its Department of Purchasing and PAIN
ENTERPRISES for the Three Rivers Filtration Plant,
respectfully for:
the purchase of liquid CO2 for the
Three Rivers Filtration Plant for
1996;
involving a total cost of One Hundred Eight Thousand and
no/100 Dollars ($108,000.00), all as more particularly set
forth in said I.T.B. #7209, which is on file in the Office
of the Department of Purchasing, and is by reference
incorporated herein, made a part hereof, and is hereby in
all things ratified, confirmed and approved.
SECTION 2. That this Ordinance shall be in full
force and effect from and after its passage and any and
all necessary approval by the Mayor.

Dear Council Members:
The chemicals above are the major treatment chemicals requiring
your consideration for passage. These bulk chemicals are required
to remove various impurities from the river water to convert the
water to a drinkable condition referred to as "Potable." The
liquid ferric sulfate is utilized to enhance removal of impurities.
Pebble lime is the component of treatment that removes impurities
and performs the softening. Powdered activated carbon is used to
remove taste, odor and color (and some volatile solvents,
pesticides, etc.). Soda Ash is used to convert non-carbonate
hardness to carbonate hardness. Liquid C02 is added to the water
after the lime-softening process to lower the pH in order to reduce
calcium carbonate scale formation. This process is known as
recarbonation. Without these five (5) chemicals we cannot treat
the water to make it potable. If you have any further questions,
