Bududa District Local Government Five-Year District Development Plan 2010/11 to 2014/15 District Vision: A happy and healthy population living in a beautiful countryside with reduced poverty level of below 30% by 2015.‟ Theme of the District Plan: Equity and Poverty-responsive investment th Approved on: 27 /April/2011 Minute: DLC:220/04/2011 1 Map of Uganda Map of the District ii FOREWORD The writing of this development plan arises out of constitutional as well as statutory planning functions devolved to District local Governments for the realization of its decentralized functions. Sections 36-38 of Local Governments Act CAP 243 grants this planning function by local Governments and their expected out puts. In this regard Bududa District Local Government has prepared this five year development plan highlighting medium term strategies for achieving development objectives focusing on National priorities as enshrined in the revised version of the Poverty Eradication Action Plan (PEAP) as well as being mindful of local needs for our people. Bududa being a new District continues to face development challenges because the majority of our people live in hard-to-reach areas where service delivery is further complicated by frequent occurrence of landslide disasters. However the District has strengths and comparative advantages at our disposal including fertile soils reliable rainfall, numerous water sources, fairly good network of roads, a potential for tourism and peaceful population. This plan was prepared in participatory manner, in consultation with development partners, and all the stake holders from the village to the district council. It thus provides methodologies for taking advantage of our strengths and opportunities to meet the development challenges. It is my honest belief that this development plan will go a long way in addressing the needs of our people and will lead to achieving the district vision of: „A happy and healthy population living in a beautiful countryside with reduced poverty level of below 30% by 2015.‟ “For God and my Country.” Watira Wilson DISTRICT CHAIRPERSON iii ACKNOWLEDGEMENT The preparation of this three-year rolling development plan 2011/12 to 2014/15 accomplished through the active participation of all the stake holders in consultation with our development partners. It would be very tedious mentioning each and every person or institution that contributed to the shape and context of this document. We would wish however to acknowledge the special contribution of the members of the District Executive, members of the District technical planning committee, members of the budget desk and all the development partners. Special thanks go to Resident District Commissioner and his team for providing a secure and conducive environment that enabled us prepare this five development plan. Added to this, also special thanks go to the members of the different committees of council who tirelessly went through this document and made valuable additions to it. Gratitude is owed to all people who participated in the entire participatory planning process, and the budget conference that provided critical inputs for preparation of this document. Finally, through this document we are all called to play our respective roles to live to the district mission statement- “to achieve sustainable socio-economic development through efficient provision of quality services to the people in conformity with national policies and local priorities”.
