GUIDE TO DOING BUSINESS IN FISHERIES AND AQUACULTURE Message from His Excellency Mr. Madi Hamada, Secretary General of the Indian Ocean Commission Within the broader framework of the IOC SmartFish Programme, Regional Trade Development (Component Result 4), this report has been prepared to assist the governments of six countries namely Kenya, Mauritius, Rwanda, Tanzania, Zambia and Zimbabwe to disseminate information required for the setting up of a business in fisheries and aquaculture in the respective countries. The IOC SmartFish programme has always endeavoured to assist governments of the ESA-IO region to boost trade through various means. The present “Doing Business in Fisheries and Aquaculture” aims at facilitating entrepreneurs in their search prior to setting up a fisheries or aquaculture business or as a document for reference. On the other hand, it also reduces the workload of governments officials by having all information required at one place for easy dissemination. Finally, this report also aims at increasing opportunities for one and all and establish a level playing field. The report looks at the various requirements which a potential entrepreneur would need to know to set up his business and the various agencies concerned. As far as possible, links have been provided to enable the reader look for more details on a specific subject. It is important to recall that governments play a crucial role in supporting a dynamic environment for its private sector. They set out the rules and regulations governing national, regional and international trade. Good rules give a boost to entrepreneurs including the Small and medium size firms that are the engines of growth and job creation in any country. (Mauritius, Rwanda, Zambia, Kenya, Tanzania & Zimbabwe) 6 INTRODUCTION Why you might need this Practical Guide to Doing Business in Fisheries and Aquaculture: What it is about? What does it contain? This Practical Guidebook has been developed with assistance from the IOC smartfish Programme funded by the EU, for six countries (Kenya, Mauritius, Rwanda, Tanzania, Zambia and Zimbabwe). These countries have provided the necessary information for compiling this Guidebook during 2015/16. All these countries aspire to develop sustainable fisheries and aquaculture businesses, which will meaningfully contribute to their national economies. This Guidebook therefore provides guidance to prospective entrepreneurs or investors (local or foregn) to understand the investiment opportunities, regulations, procedures etc. Available for setting up, operationalizing and managing fishery and aquaculture businesses in these countries. The Guidebook starts by highlighting each country’s general economic profile as well as general investment eminence. It then looks at the current status of fisheries and aquaculture sub-sectors, and the business operations thereof, as well as investment opportunities available or being promoted within sub-sector’s value chain activities. Each country provided the necessary basic procedures (costs, timeframes, liaison authorities etc.) For setting up, operationalizing some specific fishery or aqua- businesses. Some of the key policies and regulations that directly affect fishery businesses are enlisted. Furthermore, guidance to trade, financial facilities, taxation and links to support business development entities is also provided. In the end, the Guidebook provides key contact details from where to obtain further information and business assistance. Who it is for? The concerned countries expect the Guidebooks to be published and become an important one-stop information tool for potential investors, both local and foreign, wishing to invest in the fisheries and aquaculture sub-sectors. It is also expected that the Guidebooks will be used as a reference documents of meaningful input to policy discussions and reforms on how to improve the regulatory climate for doing business in the sub-sectors, by comparing the countries’ ways and procedures and also referring to international best practice. What the Guidebook does, in principle Conforms to the key guiding principles for investing and Doing Business in the concerned countries and is informed by each country’s general Investor Guides (most of which are published); 7 PRACTICAL GUIDE TO DOING BUSINESS IN FISHERIES AND AQUACULTURE Recognises and aspires to take into account businesses and investment opportunities for large, industrial scale investments, as well as smes in the target countries, as long as they are formal and commercial in nature; Identifies each country’s one-stop-shop and first point of contact for any investor wishing to invest in fisheries, where further or sector specific information or guidance can be solicited; Strives to take into account recent, “official or gazetted information”, as informed by the concerned countries’ information providers; Wherever possible, the Guidebook hyperlinks users to websites or specific contacts for further information. What the Guidebook does NOT do Does not provide all the answers with regards to investing or doing business in fisheries and aquaculture, but aims to provide indicative information for guidance purposes. Companies doing business in the concerned countries, or planning to do so, are advised to get detailed information from experienced professionals.
