Financial October 2007 FY'06-07 FINANCIAL SECTION AND WARRANT FOR THE 2006 ANNUAL TOWN MEETING LINCOLN, MASSACHUSETTS UNITED STATES AIR FORCE HANSCOM AFB AIR FORCE MATESfcL- COMMAND About the Cover: Much of the work done by the Board of Selectmen over the last year was focused on the Base Realignment and Closure (BRAC) process. The Hanscom Area Towns Selectmen (HATS), made up of the four towns of Bedford, Concord, Lincoln and Lexington, worked together with Governor Romney and Senator Kennedy to demonstrate the value of Hanscom Air Force Base (HAFB) to both the area economy and national defense. In the fall of 2005 BRAC determined that the Base would remain open. Sara Mattes served as Chairman of HATS during the entire process. To all Lincoln Residents Enclosed in this booklet are materials relating to the Annual Town Meeting to be held on Saturday March 25. We hope they will enlighten you and stimulate as many as can do so to attend and participate in Town Meeting. We especially urge and welcome new residents to come and take part in the legislative process oftown government, where the actions ofall registered voters who attend and vote determine the policies and priorities of Town Government which will affect the future ofthe Town. What follows is the report ofthe Finance Committee explaining the preparation ofthe Town's operating budget, then the proposed budget for the fiscal yearbeginning July 1. After the budget is an outline ofcertain relevant procedures for the conduct ofTown Meeting. The Warrant forthe Meeting is at the end ofthe booklet; this lists the Articles to be presented at the meeting forconsideration and action by the voters present. The Annual Town Meeting is both a significant event in the conduct ofthe business ofthe Town, and equally important it is an enjoyable community gathering at which there is opportunity to meet and greet your neighbors. While the Meeting may seem intimidating and suited only to knowledgeable "old hands", it is intended that all should feel free to participate, and we encourage you to do so. Ifyou feel you do not know enough, this is an opportunity to become more informed and to have your questions answered. As in past years, lunch will be available.
