TENDER NOTICE Notice Inviting Tender for Appointment of Implementing Agency for development of Solar Roof Top system at various locations under jurisdiction of UGVCL under IPDS on Turnkey Basis. The Chief Engineer (P and P) UGVCL invites “On line Tenders (e-tendering) for Appointment of Implementing Agency for Solar Roof Top system at various locations under jurisdiction of UGVCL under IPDS scheme from Bidders who are approved MNRE SPV channel partner and have obtained rating from the rating Agency (CRISIL / CARE / ICRA / FITCH / BRICKWORKS etc.), either of 1A, 1B, 2A, 2B, 3A, 3B prior to 27.11.2014or have obtained rating either of 1A, 1B, 1C, 2A, 2B, 2C, 3A, 3B, 3C with revised norms by MNRE then after. At the time of bidding, bidders must be valid registered MNRE channel partner for SPV or if recently expired than copy of the application applied for extension within time limit, with necessary proof establishing the rating issued by the rating agency / MNRE. GENERAL INSTRUCTIONS 1.0 General 1.1 CHIEF ENGINEER (P and P), “Uttar Gujarat Vij Company” R and C Office, Visnagar Road, Mehsana – 384001, Gujarat. hereafter called the "UGVCL" intends to INVITE tender for turnkey based project for Appointment of Implementing Agency for Solar Roof Top system under jurisdiction of UGVCL under IPDS scheme 1.2 The turnkey based works means supply of all required material, erection and testing and commissioning for Solar Systems at all locations prescribed in Tender. 1.3 Bids submitted after the time and date fixed for receipt of bids as set out in the INVITATION to Bid shall be rejected. 1.4 The works referred herein shall cover the entire scope of the Tender which include supply of all material covered in tender as per describe in scope of work and successful completion of performance and tests which the UGVCL desires to get executed. 1.5 The issuance of bid document would not mean that the bidder has qualified for the bidding. Hence bidders should ensure themselves of their credentials before submitting their offer. 1.6 Documents towards payment of tender fee and earnest money deposit (EMD) Should be kept in the EMD cover only. First the EMD cover will be opened and if the documents towards payment of tender fee and EMD are found in order then only cover containing technical bid will be opened first. (If such a change is anticipated, the scope and effect thereof shall be defined) 1.9 Does not anticipate change in the ownership during the proposed period of work. 1.10 Any subcontracting documents shall not be considered for technical evaluation. 1.11 The qualifying requirements stated in Schedule-A accompanying technical specifications for the works shall also apply. 1.12 The qualifying requirements narrated in Schedule-A are a minimum and the UGVCL reserves the right to request for any additional requirement and also reserves the right to reject the proposal of any bidder, if in the opinion of the UGVCL, the qualification data is incomplete or the bidder is found not qualified to satisfactorily perform the works. 1.13 UGVCL reserves the right to spread the order in two bidders if required. 1.14 Joint venture is allowed. 9 | P a ge TENDER NOTICE No. UGVCL/PROJECT/066/IPDS/SOLAR ROOF TOP SYSTEM 1.15 A joint venture of two registered firms/companies/ proprietorship entity, wherein anyone or both the registered firm/company/ proprietorship entity shall meet the qualifying requirements. 1.16 In case of joint ventures any of the registered firms/companies/ proprietorship entities shall be authorized to incur liabilities and receive instructions for and on behalf of any and all partners of the joint venture and the entire execution of the contract including receipt of payment shall be done exclusively through him. This authorization shall be evidenced by submitting a power of attorney signed by legally authorized signatories of all the partners. 1.17 All partners of Joint Venture shall be liable jointly and individually / severally for the execution of the contract in accordance with the contract terms. A copy of the agreement of joint venture partners having such provision shall be submitted with the bid. 1.18 Average annual turnovers for each registered firm/company/ proprietorship entity shall be added together to determine the bidder‟s compliance with the minimum average annual turnover as per requirement. 2.0 IPDS: The Solar Roof Top Panel Work on UGVCL Office Buildings is consider under IPDS. So bidder should have followed the guideline of IPDS. Material purchased for this work shall be engraved by “IPDS –UGVCL” 3.0 Codes, Standard and Regulation The design, manufacture, erection and testing of the equipment and material to be supplied shall comply with latest revisions of relevant Indian Standards or equivalent IEC standards. In addition, the Indian Electricity Rules, Electricity Act 2003,Statutory requirements of Central Govt., GERC and State Government of Gujarat(applicable codes), shall also be complied with. Any complications arising out of it will be set right by the bidder without any implication to UGVCL. The bidder shall submit his offer as per information given in submission of tender. 4.0 Drawings, Data and Documents The bidder shall furnish following documents/ information along with offer in spiral bound volumes. General description of equipment offered specifying the important features, make, technical parameters, materials of construction etc. To enable UGVCL to have proper understanding of the material offered and its operation. The drawings and documents shall be furnished to UGVCL by the successful bidder for approval of UGVCL, within the period stipulated in the draft contract/mutually agreed terms at the time of placement of order, the bidder Shall submit a list of all such 10 | P a g e
