Introduction EveryfiveyearsacensusofpopulationiscarriedoutinCanada.Thenationalcensusofpopulationisamajorproject conductedbyStatisticsCanadatocollect,verifyandpublishdata. Thenationalcensusprovidesthemost comprehensivedatabaseonthecharacteristicsofCanadians,theirfamiliesandtheirhouseholds.Theinformation rangesfromageandsexofindividualstotheirethnicorigin,education,occupation,labourforceactivity,industry, andsourcesofincome,aswellastheirfamilyandhouseholdcharacteristics. Thecensusisaninvaluablesource ofinformation thatis useful tothevariouslevels ofgovernment, tobusinesses, associations, educational institutions,interestgroups,andtothegeneralpublic.Thedatacanbeusedingovernmentplanningofsocialand economicprograms,assessmentoftheneedforeducationalandhealthfacilities,andplanningbyprivateenterprise. Informationisobtainedthroughaseriesofquestionsestablishedafterdetailedconsultationandtesting. Itis collectedbytrainedenumerators,checkedforinconsistenciesandenteredintoacomputerdatabasewheremissing anderroneousdataaredetectedandcorrected. ThefinalresultsarestoredinacomputerdatabaseatStatistics Canada. Dataareanalyzed,publishedanddisseminatedinvariousforms. Inamassiveprojectsuchasthecensus,however,theresultsareneverperfect.Althoughconsiderableefforthasbeen madetomaintainhighstandardsofquality,errorsinevitablyoccuratvariousstagesofthecollectionandprocessing operations. Usersmustbeawareofthenatureandscopeofanyerrorsthatthecensusdatamaycontain,aswell asoftherisksinvolvedinbasingconclusionsordecisionsonthesedata. The1991CensusTechnicalReportshavebeendesignedtoinformdatausersofthepotentialproblemsor intricaciesconcerningthe1991Censusdata.Thereportsinformusersoftheconceptualframeworkanddefinitions usedinthedatacollection,ofanyunusualcircumstanceswhichmayinfluencethedata,oflikelyprincipalsources oferrorand,wherepossible,ofthesizeoftheerror. Thisproductisaspecializedanalyticaltool.Itcomplementsandcoordinatesotherreferenceproductsandassists themoresophisticateduserinunderstandingvariabledetailsandmethodologicalinformationoncoverage, samplingandweighting. ConceptsandDefinitions Censusdataareproducedforfourdistinct"universes".Theyarethepopulationuniverse,thefamilyuniverse,the dwellinguniverse,andthehouseholdsuniverse. Thefertilityvariablediscussedinthisreportfallsunderthepopulationuniverse.Thepopulationuniversecovers awidevarietyofcharacteristics(demographic,ethno-cultural,language,mobility,schooling,income,labourforce, etc.)ofindividuals. AcompleteHstofthesevariablescanbefoundinthe1991CensusDictionary(CatalogueNo 92-301E). Concepts Fertilityreferstotheactualreproductiveperformanceofwomen.Dataforfertilitycomefromthreebasicsources: (1)thevitalstatisticsregistrationsystem;(2)thenationalcensus;and(3)samplesurveys.Vitalstatisticsprovide birthrecordsofallbirths.Sinceitisacontinuousprocessandtellsthetimeofeachbirth,wecanmeasurecurrent fertility.Commonlyusedfertilitymeasureslikecrudebirthrate,generalfertilityrate,age-specificfertilityrate, andtotalfertilityratearethemeasuresofcurrentfertility.
