In the volatile interstate environment of Greece, federalism was a creativeresponsetothechallengeofestablishingregionalunity,while atthesametimepreservingadegreeoflocalautonomy.Toreconcile the forces of integration and independence, Greek federal states introduced, for example, the notion of proportional representation, thestratificationoflegalpractice,andafederalgrammaroffestivals and cults.
