inherentlyunfair.TakeforexampleahouseinWestminsterworth£2.7m,the

householdwouldpay£755peryearinCouncilTaxandwouldreceivegovernment
fundingof£248perheadofpopulation.ContrastthatwithahouseinHaveringworth
