March 2013 Fact Sheet Pesticide Exterminator Licences The Ministry of the Environment (MOE) pesticide licensing program is regulated by the Pesticides Act and Ontario Regulation 63/09 (O. Reg. 63/09). In accordance with legislation, the Environmental Approvals Access and Service Integration Branch (EAASIB) manages licensing for the sale, storage, use, transportation and disposal of federally registered and provincially classified pesticides. This fact sheet provides information for prospective commercial pesticide exterminators (applicators). 1. Do I require an Exterminator licence? Any person that applies pesticides commercially must hold an Exterminator licence unless exempt under section 51 of O. Reg. 63/09 (see question #8). Commercial pesticide application includes any pesticide application on any property that you do not own or farm. As a licensed exterminator, you must either hold an operator’s licence, be an employee of a licensed operator, or, if employed by someone who is not carrying on an extermination business, you must apply pesticides only on your employer’s property that is rented, leased or owned by the employer. To apply for an Operator’s Licence, please refer to the application form, publication number 4190 available in the “Resources” section of the Ministry of the Environment’s website at http://www.ene.gov.on.ca/environment/en/resources/STD01_076156.html or you may request that the application be mailed to you by contacting EAASIB (contact information provided at the end of this fact sheet). If you are a licensed or certified exterminator in another province or territory, then prior to applying for an Exterminator licence, please contact Ridgetown Campus, University of Guelph (contact information provided at the end of this fact sheet) to obtain the Ontario certification for the same occupation. 2. What are the different types and classes of Exterminator licences? An Exterminator licence authorizes pesticide use according to the terms and conditions of the licence. There are currently three different types and fifteen different classes of Exterminator licences: Type Class Code # Description Code # Description 60 Structural Exterminator 02 Structural 03 Termite 04 Greenhouse/Interior Plant 05 Fumigation, General 06 Fumigation, Vault 07 Fumigation, Commodity 08 Fumigation, Soil 70 Land Exterminator 01 Agriculture 02 Landscape 03 Industrial Vegetation 04 Aerial 05 Forestry 10 80 Water Exterminator 01 Mosquito/Biting Flies e 2 02 Aquatic Vegetation 9 4 5 03 Fish/Mollusc S B I P 1 March 2013 If you are a Farmer, certified Farmer (a holder of a Grower’s Pesticide Safety Certificate), Farmer Assistant, or Unlicensed Assistant (Technician or Trainee), then you may be exempt from requiring an Exterminator licence in certain situations. For additional information about the certification requirements and/or limitations of these occupations, please refer to Ministry of the Environment publication number 4523 titled “Guide to Pesticide Licensing and Certification” available in the “Resources” section of the Ministry of the Environment website at: http://www.ene.gov.on.ca/environment/en/resources/STD01_076154.html. 3. How do I qualify/apply for an Exterminator licence? All new exterminators are required to obtain certification from Ridgetown Campus, University of Guelph, which is the provincially recognized educational institution for pesticide licence certification. For information regarding pesticide certification, please contact Ridgetown Campus (contact information provided at the end of this fact sheet). To qualify for an Exterminator licence, you must:  have successfully completed an approved pesticide certification course that includes an examination for the type and class of licence(s) you are applying for within a 12 month period (1 year from the exam date) or obtained other qualifications that the Director considers equivalent;  be physically fit to perform exterminations;  be 16 years of age or older; and  have achieved a minimum Grade 10 standing in Ontario or other qualifications considered by the Director to be equivalent. 4. How do I apply for an Exterminator licence? To apply for an Exterminator licence, you must complete and submit an “Application for a Pesticide Exterminator Licence” to the EAASIB, Director under the Pesticides Act, at the contact information provided at the end of this fact sheet. This application form, publication number 4189, is available in the “Resources” section of the Ministry of the Environment’s website at http://www.ene.gov.on.ca/environment/en/resources/STD01_076155.html or you may request that the application be mailed to you by contacting EAASIB at the contact information provided at the end of this fact sheet. Once you have obtained all information, you must submit the following to the Director, Pesticides Act:  completed and signed “Application for a Pesticide Exterminator Licence” form  a true copy of the licence or certificate 5. What information do I need to include with my application? When you complete the “Application for a Pesticide Exterminator Licence”, you will be asked to provide the following:  Licence information o Information about the licence(s) you are applying for and the licence(s), if any, that you currently hold.  Mailing address o The address where you receive mail.  Employer information (if applicable) 1 o Information about the company for which you will be performing pesticide exterminations. 0 e 2 9 4 5 S B I P 2 March 2013  Payment o Exterminator licences are subject to a $90 fee payable to the Ontario Minister of Finance by certified cheque, money order, Visa, MasterCard, or American Express and are valid for five years. If you currently hold one or more Exterminator licence(s), the expiry date of the new licence(s) will be adjusted to match the expiry date of the existing licences and a pro-rated fee will be charged for the new licence(s). For more information about the pro-rated fee, please refer to instruction number 7 on the “Application for a Pesticide Exterminator Licence” or call EAASIB. * Please pay by credit card if pro- rated fees are to be charged* 6. How do I renew my licence? You will receive a notice in the mail 60 days prior to the expiry date of your licence. This notice will provide you with detailed instructions on how to renew your licence. If you do not receive a renewal notice or have questions about the renewal process, please contact the EAASIB at the contact information provided at the end of this fact sheet. It is important that your renewal application be received at EAASIB at least 30 days prior to the expiration of your licence. Should your application be received up to 2 years after the licence has expired, your licence will continue to be valid until the renewal has been granted or refused in accordance with section 13. (6) of the Pesticides Act. If you submit your renewal notice to EAASIB 2 years after your licence has expired, you will be required to apply for a new licence by submitting a new application form with new proof of completing an approved pesticide certification course within 12 months. 7. How do I update my information on file? If any information submitted with your new or renewal application has changed, such as a change of address due to a move, you must notify the MOE within 10 days of the change using a form supplied by the ministry.
