Oil and Natural (as Corporation Limited, EBG.ERBC,Well Logging Services, P.O. Navira-J85685 (Assam) (the ONGC Ltd) to the Petroleum and Explosives Saiety Organisation (PESO) for permission to impart certain explosives by air from USA for oil exploration purposes; And, wheeeas the Petroleum and Explosives Safety Organisation (PESO) is satistied that the proposed import of explosives shall be used for oil exploration purposes and, therefore, necessary ekemption may be granted from the purview of sub-rule(2) of rule 31 of the explosives Rules, 1983 (hereinafter relkered to 3 the said cules) which prohibits import or export of explosives specified herein by oi And, whereas the Director General of Civil Aviation has in extreise of powers conferred by sub-rule (1) of tule 3 of the Airerait (Cartiage of Dangerous Goods) Rules, 2003, granted necessary permission with certain conditions to the ONGC Ltd. to carry such explosives by ait vide their permit number 388-DG/2005 dated 27.10.2005 which i valid upto 264.2006; Now, therefore, in exercise of the powers conferred by sub-section (2) of section 14 of the Explosives Acl, 1884 (4 of 1884), and om the recommendations made by the Petroleum and Explosives Salety Orgunisation (PESO) and the Director General of Civil Aviation, the Central Governunent hereby exempts the ONGC Ltd, trom the provisions of sub-rule(2) of rule 31 of the. suid rules, for impost of the following explosives, th: items and quantities of which are specified in the Table below, by air from -Mis.
