No, 63:3I2003.NCTE (NBS)— AS the country is committed to Education {or All under the Dakar framework of action by the World Education Forum, the Govemment of India has launched the Sarva Shiksha Abhiyan to attaln universalisetion of primary education by 2007 and universallsaticn of elementary education by 2010. To attain thie objective, there is a requirement of huge number of additional teachers at elementary tevel during the 10" plan period. To ‘overcome the shortage of trained teachers, there is a need to iberalise the policies relating to setting up of institutions for Elementary Teacher Education programme and for preparing teachers for Early Childhood Care and Education! Pre-schoo! Teacher Education/Nursery Teacher Education, in order to facilitate establishment of adequate number of teacher training Institutions at these levels, ‘the Natlonal Council for Teaener Education has decided to dispense with the sequirement of "No Objection Certificate (NOC)" from State/UT Government for a period of three years for those institutions already running B.Ed. prograrwnes recognized by NCTE. and to such other institutions keen fo start @ course or ‘taining in Pre-school Teacher Education / Nurgery Teacher Education. ‘ets GAZIZTTEOF INDIA EXTRAORDINARY, Pooziit—u. 41 Now, therefore. in exercise of the powers conferred under clauses (f) and (g) of sub-section (2) of Section 32 of the NCTE Act, 1993 read with Rule 7(4) of NCTE Rules, 1997, the National Council for Teacher Education (NCTE) hereby makes the following Regulations. 1 0 ro) ‘Short Tite and Commencement ‘These Regulations may be called the "NCTE (Form of application for revognition, the time limit of submission of application, determination of norms and standards {for recognition of teacher education programmes and permission to start new ‘course oF trairing) {3° Amendment) Regulations, 2004 ‘Thay shall come inte faroa with effect from the date of their publication in the Official Gazette. (i) The requirement of NOC shall not apply fo institutions seeking recogrition to start @ course or training in Pre-Schoot Teacher | | formosa a; seer Education’ Nursery Teacher Education or from an existing inattution seeking permission to increase in intake in auch & course, for a period of three years from the date of notification of these regulations in the Official Gazette, (i) in accordance with the revised provisions retsting 10 requirement of NOG prescribed at (i) above, the last date for submission of apptication preseribed in pare 7 oENCTE (Form of appiicaion for recognition, the time limit of submission of appfication, . termination of norms and standards for recognition of teachar education programmes and permission to star new course or training) Reguiations, 2002 dated 13" November, g 2002 shall ba the $1 January, 2004 only for the academic seesion 2004-2008. j 3. all other provisions in the aforesaid notification dated the 6” June, 2003 shall remain unchanged.
