North Dakota PROFILE 1 North Dakota Profile of State College Entrance Exam Policies College entrance exam policy North Dakota administers the ACT to all high school juniors free of charge. Participation is required for all high school juniors. Purpose To help ensure that North Dakota students are ready for college and career, the state provides free ACT or WorkKeys testing for all juniors. Analysis of the results will assist in decision making relative to improvement of instruction.
