Part of this charge includes the responsibility for receiving and administering federal funds to the more than 200 public libraries in Alabama. Federal Library Services and Technology Act (LSTA) monies are spent on statewide projects at the APLS. These projects include providing references services interlibrary loans, audiovisual materials, continuing education programs and consultant services to the public libraries. Other major statewide projects funded through LSTA include the coordination of a statewide children's summer library program. In 1999, more than 56,000 children participated in the program. Several libraries received $150 mini-grants to pay for professional performers to enhance their summer library activities and to promote reading. At APLS, the Alabama Union List of Serials, ALICAT, the state union catalog, and other technology and equipment are funded by LSTA dollars. The agency also collects and interprets statistics and provides a professional training program to promote quality public library service through the development of professional libraries. This document describes the use of these federal funds for 1999 library programs and services in Alabama's seven congressional districts. When public library service areas are included in two congressional districts, they are listed in each district with an asterisk. Funds may be used for the following: 1) Establishing or enhancing electronic linkages among or between libraries,- 2) Electronically linking libraries with edpeational, social or information services; 3) Assisting librarieS in accessing informatio i thro gh electronic networks; 4) Encouraging libraries in different areas, and encouraging different 'resources; types of libraries, to establish consortia and share 5) Paying costs for libraries to acquire or share computer systems and telecommUnications technologies; and 6) Targeting library and information services to persons having difficulty using a library and ta underserved urban and rural coMmunities, Mcluding children (from birth through 17) from families with incomes below the poverty line (as defined by the Office of Management and Budget).
