Population estimates are baed on March 2000 U.S. Census (1) the within-region rate for the VCCS Bureau estimates. Highlights include: is 1.7%, which exceeds the previous year's level and is most comparable to (2) participation continues the tabled service region rates for each college; to be highest for the southwestern region, with Southwest Virginia Community (3) using all in-state enrollments, the College having the highest rate; number of Virginia's population served by the VCCS increased to 1.8%, an (4) Virginia's total credit participation increase over the previous year; rate, 1.9%, substantially exceeds that for two-year colleges in the Southern Regional Education Board (SREB) states (1.8%) and matches the national rate; and (5) rates for combined credit and non-credit participation for fall 1999 are 2.03% (region), 2.22% (state), and 2.35% (total enrollments)--each substantially higher than credit-only rates and exceeding the previous year's participation. Virginia Community College System Research Report Series Population Participation Rates by City and County Fall Term 2000 In-region credit participation, 1.70. Tables that follow include particpation rates for specific cities/counties and college service regions. For these rates, headcount (mid-term) is limited to in-region enrollments. Population for 2000 is based on U. S. Census Bureau estimates for 1999 (March 2000). Participation is headcount as a percentage of the total population. The within-region rate for the VCCS is 1.70, which exceeds last year's level. This rate is most comparable to the tabled service region rates for each college. Participation continues to be highest for the southwestern region, with Southwest Virginia Community College having the highest rate. In-state credit participation, 1.85. Using all in-state enrollments, the percentage of Virginia's population served by the VCCS increased to 1.85, also an increase over last fall Regional and national comparisons, total credit participation, 1.97. Total enrollments must be used for these comparisons. Using the most recent information available , Virginia's rate, 1.97, substantially exceeds that for two-year colleges in the SREB states, 1.84, and , for the first time, matches the national rate of 1.97. Combined credit and non-credit participation. Also included in the tables are separate calculations combining credit and non-credit students. Note that all combined enrollments and rates are for fall 1999. At the VCCS level, the rates are 2.03, 2.22, and 2.35 for within region, within state, and total enrollments, respectively. Each is substantially higher than the credit-only rates, and each exceeds last year's participation.
