The (1) Nebraska special education child count as of following data are included: December 1, 1995, by child's age, disability, race, and ethnicity; (2) children with disabilities in nonpublic schools by child's age, disability, (3) children with disabilities who are wards of the state or the and county; (4) program providers and the age and court by age, disability, and county; (5) instructional settings of children disability of the children they serve; (6) time spent in special education with disabilities by disability and age; (7) services provided to by disability, age, and instructional setting; (8) method of instruction children with disabilities by disability and age; (9) child count by and reading mode for children with hearing impairments; (11) children with disabilities (10) child count by school district; county; aged birth through five by age, disability, and school district; and (12) number and transition age of children with disabilities aged 16-21 by age and disability. Final sections of the report include historical trend data and data on the exit reasons of children with disabilities who left special education. Data collection forms are appended. The December 1, 1995, Special Education Child Count total is 39,926. Membership figures for all students are collected by State Statute as of the last Friday of September each year. The September, 1995, membership total is 330,800*. Membership totals are collected from Public School Districts, Nonpublic Schools, Educational Service Uhit Schools and State Operated Schools. Special Education Child Counts are collected from Public School Districts, State Operated Schools and Private Service Providers (such as hospitals and residential treatment centers). While it is recognized that there will be differences in comparing counts taken on different days and from slightly differing reporting entities, these figures represent the available data for the two populations and users of the data are advised of such differences. Each child who is reported to SESIS has a verified disability according to Nebraska Department of Education Rule 51, is receiving services according to an IEP/IFSP and is counted once in the category If a child has more than one verified disability, the primary corresponding to the child's primary disability. has a Mental designated by the For example, child if district. a disability school is Handicap:Severe/Profound and Orthopedic Impairments, the child's primary disability could be shown as Multiple Impairments and the child would be included in the Multiple Impairments total but not in the count of Mental Handicap:Severe/Profound or Orthopedic Impairments. In October, 1995, revisions were made to the SESIS form to collect information on gender and race/ethnicity. Additions were also made for children who are reported as a ward of the state or court. Three setting codes for children birth to age two were added as well as two more categories on the services listing. The percent of time in special education has been split into two categories and reporting is required for all ages. As the percent of time in now collected on pre-school children, the pre-school supplement page was deleted. Copies of the revised form can be found in the appendix section of this booklet.
