Factors for which data are reported are those usually needed'for a thumbnail sketch of the resources, needs, organization. and special characteristics of education within a state. The report is divided into the U.S. profile, rankings of the states, and profiles of states and outlying areas presented alphabetically. Each profile presents: (1) general characteristics; (2) fiscal information; (3) institutional information; (4) student information: and (5) staff information. Data are presented in 499 figures. Comparisons of this type are most useful, valid, and constructive when states are examined alongside other states with similar char- acteristics. It is also helpful to have a variety of factors that are important to public education conveniently arrayed for individual states. Toward this end, State Profiles of Public Elementary and Secondary Education, 1991-92 reports summary data on the gen- eral characteristics, fiscal revenues and expenditures, educational agency and school numbers and sizes, and students and staff for each state, the District of Columbia, and the five outlying areasAmerican Samoa, Guam, the Commonwealth of the North- ern Mariana Islands, the Commonwealth of Puerto Rico, and the Virgin Islands. The factors for which these data are reported are those most commonly used to present a thumbnail sketch of the resources, needs, organization, and special charac teristics of education within a state. This information is displayed in numeric and graphic form to make it useful for a wide range of audiences and purposes. This report is divided into three major sections: summarizing the statistics across the 50 states and the District of U.S. Profile Columbia on all variables; Rankings of the States, consisting of a collection of tables depicting the rela- tive position of the various states and the District of Columbia on selected vari- ables; and State and Outlying Areas Profiles, providing numeric and graphic informa- tion, are listed alphabetically with the outlying areas appearing after the states. Each Profile presents five categories of relevant information: demographic and fiscal characteristics of the state, as General characteristics: well as number of students, teachers and public schools. Fiscal information: revenues and expenditures data for elementary and sec- ondary education, as well as federal aid to education under selected programs. Institutional information: membership characteristics and sizes of schools and education agencies, grade levels included in schools, and proportion of stu- dents and schools in different community types. Student information: the numbers and ethnic backgrounds of students, the numbers of high school completers, and achievement levels for students in selected grades. Staff information: the numbers and proportions of instructional, support ser- vices, and administrative staff, average students to teacher ratios, and salary information. Data items that were not reported by the state or otherwise not available are indi- cated by the special character . Since the U.S. Profile displays aggregate informa- tion for the 50 states plus the District of Columbia, some of the data items include estimates for the nonrespondmg state(s). Where it was not advisable or feasible to estimate, the character is used. For percentages, details may not add to 100 per- cent because of rounding. STATE PROFILES OF PUBLIC ELEMENTARY AND SECONDARY EDUCATION, 1991-92 Sources of Information The major source of information used in this report was the Common Core of Data (CCD) survey for the 1991.92 school year and 1992 fiscal year. The CCD is the National Center for Education Statistics' primary database on elementary and sec- ondary public education in the United States. Data are compiled annually using four sets of surveys sent to state education departments: Public School Universe collects information on all public elementary and sec- ondary schools in operation during the school year including school location and type, enrollment by grade, students' characteristics, and number of class- room teachers. Local Education Agency Universe collects information on the universe of LEAs including name and address, organizational type, metropolitan status, cur- rent number of students, and number of high school graduates and completers in the previous year. State Aggregate Nonfiscal Report compiles statewide totals of the 111.1M. bens of students by grade, number of teachers, administrators, and other educa- tion staff, and numbers of high school graduates. National Public Education Financial Survey compiles stare revenues and expendirures data. Other sources used in this report included the NCES 1993 Digest of Education Statis- for the Nation and the tics, the NAEP 1992 Mathematics and Reading Report Card States, and several reports from the Bureau of Census and Bureau of Economic Analysis. A detailed bibliographical reference list identifying the source of each data item is pre- sented in the last section of this report. Reports and Other Products Data from the 1991.92 CCD surveys are available in publications and in machine- readable products so research or reporting needs are more easily satisfied. The definitions are those used in the source documents from which the data were drawn. Some of these definitions are listed below in the order they appear in this report. A list in alphabetical order is presented in the Appendix. United States: Refers to data representing the 50 states and the District of Colum- bia. Outlying Areas: These are additional areas from which elementary and secondary education data are collected: American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, the Commonwealth of Puerto Rico, and the Virgin Islands. Cooperative System Liaison: An individual appointed by each chief state school officer to be the official representative of that state education agency to the National Cooperative Education Statistics System, which analyzes issues and discusses alterna- tives for solving issues in and recommending policies for elementary and secondary education statistics. CCD coordinator: An individual appointed by each chief state school officer to he the official representative of that state education agency to NCES concernin the Common Core of Data (CCD) system. Public school membership: The unduplicated count of students on the roll of the school or district (excluding any formally enrolled students who withdrew from school) taken on the school day closest to October I , 1991. Elementary/Secondary Public school: An institution that provides elementary/ secondary educational services; has one or more grade groupings (prekindergarten through 2) or is ungraded; has one or more teachers to give instruction; is located in one or more buildings; has an assigned administrator; receives public funds as its pri- mary support; and is operated by an education agency. Area: The total land area within the geographic boundaries of the state or other area, expressed in square miles. Total population: Estimate of the resident population of state (including Armed Forces residing in the state) as of July 1, 1992. School-age population: The resident population of state ages 5 to 17 as of July 1, 1992. State revenue: Includes all amounts of money received by state government from external sources (net of refunds and correcting transactions) other than from issue of debt, liquidation of investments, and agency and private trust transactions. State expenditures: Include all amounts of money paid out by state government. State expenditure for elementary/secondary education: Includes all amounts of money for elementary and secondary education paid out by state govern- ment, excluding Federal funds and amounts of money paid out by local jurisdictions. Gross State Product per school-age child: The total market value of goods nd services produced by the labor and property locate in a state in 1990 divided by the 1991 Census Data for resident persons ages 5 to 1 i years.
