Qualitative data were collected from key personnel interviews, discussions by a group of experts, and from a survey survey questions. Quantitative data were collected Doctrine, sample of 198 workers in the Directorate of Training and USAAVNC. Analysis of results using developmental scientific methodology produced four categories concerning communication and information technologies: (1) mission, policies, and plans; (2) applications; (3) worker critical skills; and (4) work force education and training requirements. Results indicated that the mission of USAAVNC must be more clearly understood. Policies must be created for systematic and planned implementation of state-of-the-art communication and information technologies and for development of organization and human resources. A crucial application was an integrated work station. Workers needed cognitive and basic computer skills. Work force education and training requirements were grouped into strategy, scope, standards, and primary critical tasks. Groff, Advisor January, 1993 Effective institutions have a clear mission and a plan or set of plans to achieve that mission. The mission of the United States Army Aviation Center (USAAVNC), Fort Rucker, Alabama, is to provide career education and technical training of high quality to aviation personnel who are critical in keeping the ground war. To accomplish peace or in waging a successful integrated air and that mission, the Army is making increased use of state-of-the-art communi- cation and information technologies for administrative purposes and for the development, delivery, and support of classroom instruction and flight training. The purpose of this Major Applied Research Project (MARP) was to identify the workforce education and training requirements for communication human and information technologies that form the key elements of a USAAVNC involved a practical resources development plan.
