EarlyinOMH'shistory,theofficeadoptedastrategyofempoweringminoritycommunitiesbybuild- ingandstrengtheningviablepartnershipsacrosspublicandprivatesectors,formingaminorityhealth network.Thisvoluntaryandinformalnetworklinksfederal,state,andlocalhealthsystemswithindividuals andorganizationsaroundthenationthatareinvolvedinactivitiesintendedtoimprovethehealthstatusof racialandethnicminoritypopulations.Coordinationofmanyminorityhealth-relatedactivitiesoccursat thestatelevel,soprincipalpartnersinthisnetworkarestateorganizationalunitsthatfocusonminor- ityhealth issues.Thesepartnersarereferredtoasstateminorityhealthentities. Agrowingnumberofminorityhealthentitiesarenowbeingestablishedatthelocallevel.The minorityhealthentitiesrangefromunitswithinstatehealthdepartmentstoindependentcommissions, advisorycommittees,programs,liaisonsandtaskforcesestablishedbygovernors,healthofficersandstate legislatures.EachhasamissionsimilartothefederalOfficeofMinorityHealth.Thestructureandorgani- zationalplacementoftheseentitiesdifferfromstatetostate. Followingthereleaseofthisreport,thechiefofthehealthdepartments thenOfficeofLocalHealthheldmeetingswiththedirectorandstaffattheRegionIXofficetodiscussthe desirabilityofcreatingaminorityhealthentityinthehealthdepartment. In1992,thehealthdepartmenthelditsfirstminorityhealthconference,followedbyasecondonein October1993,thesamemonththatthedirectoroftheDepartmentofHealthServicescreatedtheCenter forMinorityHealth. TheOfficeofLocalHealthbecametheOfficeofLocalandMinorityHealth. Recently,thedepartmentunderwentanorganizationalchange,andtheCenterforMinorityHealth movedfromtheOfficeofLocalandMinorityHealthtotheOfficeofHealthSystemsDevelopment.The OfficeofHealthSystemsDevelopmentfocusesonaccesstocareprimarilyamongvulnerablepopulation andleadstheArizona2010activitiesandprogramstodecreasehealthdisparities. Therefore,theCenterfor MinorityHealthbuildsuponacross-sectionalteamapproachandintra-agencyeffortintegration. Purpose/MissionStatement ThemissionoftheCenterofMinorityHealthistodevelopasystemtoidentifyandassessthehealthneedsof ethnicminoritycommunitiesinArizonaandworkwiththosecommunitiestoimprovehealthoutcomesanddecrease healthdisparities. ARKIDSFirstDirectOutreachStatewideCoalition •Coalitionwasconvenedinanefforttohaveallinterestedpartiescometogethertotalkaboutandreview aproposalfromtheRobertWoodJohnsonFoundation. Thecoalitionwantedtogarnersupportof variousagenciesinArkansasabletocontributeeitheraportionofthematchfundingintheoutreach initiativeandorsupporttheeffortsoftheproposedgrant.Thecoalitionwouldreceivefundingfora periodoffouryearstoworkwithminoritypopulations,developandsustaincommunityoutreach activitiesandbuildnetworkinginfrastructurewithArkansasagenciesofsimilarinterest. Oncefunding wassecuredthecoalitionchangeditsnameto"CoveringKidsandFamiliesCoalition." ArkansasLegislativeBlackCaucusRetreat •In2003,theArkansasLegislativeBlackCaucusconveneditsfirstretreatheldinanon-electionyearand reviewedsuccessfulandunsuccessfullegislativeinitiativesproposedinthesessionofthe84thCeneral Assembly. AnnualeventaimstoaddresstheproblemsendemictominorityArkansans,resolveissuesin planningforthenextlegislativesessionandproducealegislativeagendafortheupcomingsessionso thateachmembercaneffectivelyrepresentthepeopleoftheirrespectivedistrictaswellasthebest interestofthestateofArkansas. Thecaucus'smissionistofostereconomicgrowththroughoutArkan- sas,cultivateopportunitiesforwealthandahigherstandardoflivingforminorityandlow-income Arkansans. Italsoservestoeffectahealthierstatepopulation,encourageanactiveandinformedciti- zenryandprovideequalopportunitiesforeven'childtoreceiveaqualityeducation. ArkansasMartinLutherKingJr.LeadershipConference •AnnualeventsponsoredbytheArkansasMartinLutherKing,Jr.Commissiondesignedspecificallyto assistpresentandpotentialleadersharnessandunselfishlydirectthisinstincttoimprovetheirlives, theircommunities,andthestateofArkansas. •Programwasframedtoattractadiversecross-sectionofpeoplefromallareasofthestate.
