It began life as a report to the Social Science Research Council and its successor, the Economic and Social Research Council, who were generous in providing release for two half academic years and the associated travel and other resources. Three undergraduates in the Department of Government, Brunei University, on work place- ments helped by tracking and producing references and, in one case, by making a study of the literature on the accountability of chief education officers: Patricia Glover, Mark Lytham and Niall McGowan. For one of my terms of release from work at Brunei I was a visitor at the Center for the Study of Higher Education, University of California at Berkeley. Martin Trow and many other colleagues there provided me with three uncluttered months in which to ponder on and read about the issues under study. Among my own colleagues at Brunei, Daphne Johnson, Martin Lightfoot, Tim Packwood and Tim Whitaker read and helpfully criticised the text. Mary Henkel clarified some of its key assumptions and, in particular, advanced the conceptualisations in Chapters 5 and 6. Many others commented on different drafts: Tony Becher, Patricia Broadfoot, Mark Cohen and Marilyn Osborn, and Hutchinson’s anonymous reader provided important corrections and new dimen- sions to the arguments.
