Readersshouldbeware,becausethereissomething tofeelangryaboutonmostpages: theprevalenceofthecrime;the lengthoftimethatithascontinued;itsblatancy;thelengthsour authoritieshavegonetoinordertocoverupforit;butmostofall,the vulnerabilityandsufferingofthevictims. Thatangerisgoingtospreadasawarenessofthiscrimespreads. Denialanddamagelimitationwon’tworkanymore. Itishardtothinkofsomethingmorecalculatedtoincitepublic violencethanthetargetingofnativegirlsforrapebyanimmigrant population. Theuseofintercommunalrapeinthemostsavage territorialconflictstestifiestoitsperceptionasaweapon,andthefear ofitevokesthemostprimalinstincts. Andthisisthebasisforourpleatoourcivilauthoritiestostamp outthiscrimebyanylawfulmeans: ifthesufferingofthevictims can’tmotivateyou,thenconsiderthethreattoyourgriponpower. Vigilanteviolencedisablesitsownsociety,andisoneofthe short-cutsfromQueen’speacetoall-against-all. Theself-appointed doerofjusticetearsaholeintheentirefabricofthelaw. Heis accountabletonoone,andifhisviolencecanbeinflictedonchild rapiststhenthievesanddebtorswillbenext. Thedangerofvigilantejustice. Letmetellastory,somehypotheticaleventstoillustratehow quicklypowercanspinoutoftheauthorities’hands. Itmaybearguedthatthesituationistooviolent,butviolenceis whathappenswhenethnichostilitymeetscivildisorder. Ihavetried tounderplaythedescriptions,toassuagethesensitive. Ihopethe passageoftimewon’treproachmeforfailingtopointoutthedangers inclearenoughwords. 6 Supposeagroupofformersoldiers,withweaponsand intelligencetraining,areboredwiththeirpost-servicejobsfor securitycompaniesandprintshops,andtiredofthepubgoingwhich keepsthemintouchwitheachotherandwithwhatbestowedasense ofprideandpurpose. Theirpatriotismisfrustratedbytheirimpotence inthefaceofpredatorycriminality. Theygainedanone-too-rosyview ofIslamiccultureduringtheirtoursofIraqandAfghanistan,andits presenceinBritainhasbecomeafrequenttopicofconversation. Fuelledbybeerandboredom,theirconversationturnstooutrage atthefailuretoeradicatechildrapegangs,andtoboastsabouthow quicklytheycoulderadicatethem. Oneofthempointsoutthenumber ofMuslimsamongthoseconvictedforgroomingcrimes,relativeto theproportionofMuslimsinBritain: he’sbeenlookingthroughthe convictionsandrealisedthatalmosteveryoneconvictedforthese crimeshasaMuslimname,whenMuslimsareonly5%ofthe population. Theydosomequickcalculations,andconcludethat Muslimsare154timeslikeliertobeperpetratorsofthesecrimesthan non-Muslims.1 Anotherpointsoutthatit’sworsethanthat: there’s notbeenonecasewherethevictimwasaMuslimandthepaedophiles 1Someofthecalculationsgetlostinthebarroomhubbub,buttheywereasfollows: muslimsmadeup89%ofoffendersfromthemostreliablelists,i.e.thelistsofconvic- tionsascompiledbyAndrewNorfolk,whereguiltandinnocencehadbeentestedin theglareofacourtroom,uninfluencedbytheprofessionalselfinterestofsocialwork- ers’feedbackforms. Butmuslimsmadeup5%ofthepopulation. Theircalculations were: ThelikelihoodofindividualMuslimstocommitthisoffenceis: 89÷5%=1,780.00 Thelikelihoodofindividualnon-Muslimstocommitthisoffenceis: 11÷95%=11.58 SothelikelihoodofindividualMuslimstocommitthisoffence,comparedtoindivid- ualnonMuslims,is: 1,780÷11.58=153.73 I.e. Muslims are roughly 154 times more likely than non-Muslims to commit this crime. There is some squabbling, and much mathematical to-ing and fro-ing, as to whetherthefigurecanreallybesosteep. Tippedoffbyadisillusionedchildprotectionworkerorpolice officerastothelocationofaBn’Bestablishmentusedforthiscrime, theydecidetoputtheirplansintoaction. Insteadofplanningareprisalraid–asoneortwoSikhgroups appeartohavedoneinresponsetotheabuseofSikhgirls–they decidethatpreventionisbetterthancure. Actingoninformation received,theysurveilthepremises,notingwhenthe13yearoldgirlis ledintothebuilding,andwhentheclientsfollow. Oneeveningtheylayinwait,forcetheirwayinsidethebuilding, andintotheroomwhereasemicomatosegirlisheld. Aterriblemassacrefollows: theyshootdeadallthemeninthat room,withoutwarning,atpointblankrange. Theyarecaught,arrested,chargedwithmurder,andpleadnot guilty. Theappallingaftermathleavesnoroomtodenythekillings. So, attrial,theyadmitthefactsbutclaimtheiractionswerejustified becausetheyweredoneinthepreventionofacrime. Theprosecutionareleftwiththeunenviabletaskofrebuttingthis defencebeyondreasonabledoubt,andarguethattheDefendants’ actionswerenot“reasonableinallthecircumstances”becauselesser forcewouldhavesufficed. 8 TheDefendantscitethefactthatAmericanstatesspecifically sanctioncitizens’useof“deadlyforce”againsthomeinvasion, whetherornotthelifeofthehouseholderisthreatened,andevenin somecarchases. Similarlawshavebeenproposedforthiscountryin thecaseofburglary,andwouldenjoysubstantialpublicsupport. They arguethatmostpeopleagreethatthegangrapeofchildrenismore seriousthanburglary. TheyrefertotheBBC’s“NochargeforTexas dadwhokilleddaughter’srapist”story,andthecommentsbeneath.2 Theprosecutionalsosubmitthatthekillersfailedtoinformthe authoritiesbeforetakingthelawintotheirownhands,towhichthe killerspointoutthattheauthoritiesalreadyknew–sincetheygot theirinformationfromadisaffectedmemberofonesuchauthority– andthatnothinghadhappenedsofar. ThejudgeismoreconsciousofthedangersofDIYjusticethan manypeople,sosheisperturbedbythedefence. Butsheisunableto preventitgoingtothejury. Shegivesthecorrectguidancetothe twelvemenandwomenthatitishardtoseehowsuchextremeforce canbeconsideredreasonablewhencivilauthoritiessuchaspoliceand childprotectionunitsarepaidtopreventthesecrimes. Andthatwhilst thecrimeofchildrapeisaterribleone,massacreisoutofall proportiontoit. Thejuryretireandareunabletoreachaverdict. Anonymous reportsinsomenewspaperssuggestlaterthathalfofthejurors refusedtoseeanythingwrongwithkillingmembersofachildrape gang. Aretrialisheld,followed,unusually,byasecondretrial. But noverdictiseverreached,andthejudgeatthesecondretrialinstructs theforemantoacquitthedefendants. Picturetheenthusiastic celebrationsoutsidethecourt–basedmoreonsoccerchantsthan studyofthedovetailjointbetweenlawandcivilsociety. Newsoftheacquittalspreadsfast. Othergroupsofwouldbe vigilantes,takeonboardthatitisOKtokillchildrapists,especially 220June2013http://www.bbc.co.uk/news/world-us-canada-18522383. 9 themMuslimones. Themorebuccaneeringgangssoonbranchinto otherareasofenforcementanddisputeresolution. Beforelongthey becomethepeopletoreportcrimesandquarrelstoincertainareas. Theyevenopentheirownbrothels,someofwhicharesometimes somewhatcasualaboutagerestrictions–anironythattheliberal pressarequicktospot,butwhichthepoliceareslowtoriskenforcing againstforfearofupsettingthecalmstalemate. Thissituationisnotsofar-fetchedasyoumighthope. The fragilityofcivilisation,thebasichumanneedforsecurity,plusan absenceoflaw(tosaynothingofbudgetconstraints)enablethe violenttopullinthosearoundthemlikeafire-storm. Itis,therefore, essentialthatourauthoritiesstampouttheseoffencesvisibly, aggressively,andfast. Theyneedtobeseentobreakwiththeir previousinertiaindoingso. Itisnotrealisticmerelytocondemnthiscrime.
