Developing new approaches of communication with both Public and Private Networks… MOPH E-Health Prog - 2017 Background The journey of MoPH towards Digitalization started in early 90’s: Several software were put in place (MoPH was one of the first among others ministries that owned a website in mid 90’s) A Planning Unit (not in the structure) was in charge of the Information Technology work In 2003 an IT department was created and integrated within the Ministry’s organizational structure In 2013 Establishment of the National E-Health Program according to Minister decision MOPH E-Health Prog - 2017 National E-Health Programme (2013) Establishment of the National E-Health Program according to Minister Decision nb. 227/1 date 4/3/2013 reporting directly to the Director General of Health. Objectives are aligned with the Ministry’s strategy: ◦ To improve the Quality and Accessibility of health care for all citizens through the use of information and communication technology ◦ To Improve patient safety ◦ To increase Transparency Through the dissemination of health-related information ◦ To facilitate Access to services delivered by using the best and fastest possible electronic means. ◦ To ensure Equity in services’ availability and utilization ◦ To increase Accountability through improving patients awareness and control of their own health information. New services are added gradually to reach around 30. Closed transactions were not archived Archival of closed and long time pending transactions Requested documents are not saved in the Requested documents could be scanned and saved in system the TWFS database Tracking documents on website and Hotline (01-830300 Tracking was not easy ext:555) SMS to citizen when transaction completed MOPH E-Health Prog - 2017 Transactions Forms Standardization & Automation o >200 forms were standardized and automated o All forms include the required documents and the relevant list of Regulations references o All forms are published on the website o Some forms are Interactive pdf (support from OMSAR) o Some licenses are water proof in order to prevent fraud (AMM and medical practice licenses) MOPH E-Health Prog - 2017
